Sorry, looks like we might be talking across purposes here. Just in case:
There are updates, and then there are the installers. If you want an installer
to build your offline installer drive, you’ll need to redownload the whole
thing, as an app, each time you want it. You won’t see that in
On the Updates page, the Downloaded Install OS X button is dimmed
even when the file is not in the Applications folder.
But I have been trying to download the installer from the Features
tab. This is the problem. Nothing happens there once I click the
Download button.

believes you already have the apps. Are you sure you don’t have the apps
anywhere on any connected drive? I believe I remember something about the MAS
tracking bundles differently than just looking at the Applications
Sure is interesting. Had done just this same deal when Yosemite was
released. I think I had created the bootable drive with 10.9.2 but
10.9.3 came out before I did an install so went thru the same process
with 10.9.3 and actually installed that.
So this is perplexing. Yes I had ejected
Yeah and next time Apple will head us off at the pass again. Who
would think that moving a file out of its original destination location
would not be enough.

Yeah. I bet what’s happening is that you’re seeing the “Are you sure you want
to continue?” prompt, that VO locks up trying to announce. And that maybe,
just maybe, pressing Tab then space might just do what you want.
But, alas! I tried it and, while VO was running, tab doesn’t work. But
Awesome. And now you know for next time. :)

Interesting. Although even the presence of it on a USB drive might be
sufficient. Try restarting without that drive connected if you can.
It’s not “Busy” the whole time after you press the button, is it? Sometimes
dialogs appear but VO does not voice them in a timely manner.
You checked for
Sighs. I finally used Spotlight, and, yep, did in fact have another
copy of this file. Chalk another one for Apple.
Now downloaidng. Heh. Groans.

The version showing on the feature page for me is definitely 10.11.2. You
should be able to download it just as any other app, although you will be
downloading the entire thing again from the start if you have an earlier
version. Make sure you’re signed in, and answer the prompt about
I signed out then back in, which made no difference. I did this with
Yosemite last year with each new update until I finally did the clean
install. And I did this with the first update to El Cap. But not so with
the current update. Knowing its 6.2gigs, I give it plenty of time.

download before you download; the only way you know is once you have started.
Then you find the information you’re looking for in the Purchases tab, or on
the Dock item of the Launchpad app if that is on your dock

I realize that you wrote this message yesterday, so you may have figured this
out by now. When you're doing a download like that, of course you are in
Safari. So have you pressed option command L, and then Dunnville right arrow to
get into the table of your and do the VO right arrow
Before I could figure it out, it told me it couldn't complete the
installation. I tried it yet again, and got it installed without bothering to
check progress, because it worked quickly.

When one is downloading Mountain Lion in the app store using Voiceover, how
can the progress of the download be checked?
I remember that there was a key stroke that someone stated about perhaps
going into the purchases section of the store and being able to check that
way, but I don't
Hit cmd-5 to open the purchases tab. There's a table there with all your past
purchases, the most recent at the top. A column, I think it's the third one,
shows status. If an app is downloading, the status will show the progress,
otherwise that column will be blank.
