Fwiw, I've never regretted maxing memory resources. Even when on a tight
budget, I've always, always put maximum memory into my machines and I've
never regretted that.
The pain of the extra cost passes in a few months. The benefit lasts as
long as you keep the machine in service.

To clarify, you are using a 2018 Mac mini without a monitor. Are you using a
DVI or VGA to HDMI adapter plugged into the HDMI port to simulate the presents
of a monitor?
Sounds like the requirement that a monitor or video adapter be connected to a
Mac mini may no longer be the case, as Apple has put more of a focus on server
and related implementations for the mini. I would be interested in learning
what you experience.

Ah, fascinating.
I expect I will rework my setup to be directly driving at least three,
possibly four separate machines. I expect to put a modern, HDMI enabled
KVM in the path, and I've done shome KVM shopping but haven't ordered
anything yet.

So, tell us what configuration
The Mac mini requires that you have a monitor connected to it in order for it
to work. If you either don’t have a monitor, or don’t want to use one, you can
use a DVI to HDMI adapter to fool the Mac mini into thinking a monitor is
connected. These adapters used to be included with a Mac mini,

It will be detected as soon as you turn it on.
But i’ll have a usb keyboard handy if it won’t work for some reason.
You can just turn on VoiceOver with cmd f5 and follow the instructions.
