Yes you can, set the voiceover cursor on to the pop up cell, and then go to the formatter group. In their select "sell" and then move over to the cell formatting scroll area. in there you will see that "pop up menu" is selected in the cell data type, and to the right there is a table with all

If you're using VoiceOver, you don't need to bother with the cursor shape or location. Simply navigate to the text box and, once VO says "edit text", you can type. You can also click the text field to activate it, and have VO set to follow your mouse cursor. I'm probably not the best person to

Anne is the Pages guru on the list, but I can tell you that Pages does use text boxes depending on your template. It may also be that the box you're seeing is the document body (as opposed to the header or footer). Try starting a document from the "blank" template and see if the same thing
