Hi Ros The best bit of software I have come across for getting MapInfo to MicroStation is an MDL M2D (MapInfo to Design File) It will replace a MapInfo symbol with a MicroStation cell. As for rotating it as well? You can download a demo copy from http:www.meridian-gis.com.au Hope this helps
