Hi all:  This is a reminder that our NPSO Community of Practice
Teleconference will be next week on Thursday February 10th.

Topic: Examining the adequacy of your current post-school outcomes survey
and tools for marketing the survey

NPSO staff will be sharing some tools to assist with revising your current
survey and for marketing the survey to students with disabilities and their
and parents. NPSO will also be facilitating a conversation between states
about their SPP/APR analysis and what states have learned about the adequacy
of their surveys and changes they may make in order to learn more about the
outcomes of students with disabilities in their state. States will be
encouraged to share information about their survey and about tools they use
for marketing the survey and increasing their response rates.

Please be prepared to share what is happening in your state on next weeks
call.

delete the entire graphic on the front page and replace with a new graphic

notes will also be posted on the website. Thank you to all who participated.

Announcements  Reminders:
Secondary Transition State Planning Institute is on May 17-20 in Charlotte,
NC. Email the staffs from NPSO, NDPC-SD, or NSTTAC if you need information
about the conference. If you are a presenter with or for NPSO, we will
contact you soon to discuss the presentation and provide additional
information. 

There will be two pre-institute webinars outlining the structure of the
Institute and data state teams needs. The dates for the webinar are April 8
 13, 2011 at noon Pacific Time.

Topic:  SLDS (Statewide Longitudinal Data Systems) FAQ and Indicator 14 Data
Dictionary

Overview of what an SLDS is:

SLDS is a data system that links data across agencies or data within
agencies such as linking special and general Education data or k-12 data
with post-secondary data. Many states have been given federal grants to
establish SLDS systems.  The goal of this grant program is to link Early
Childhood, K-12, postsecondary, and labor data.  Information about the IES

state including a copy of its SLDS grant application (if is currently has a
grant) can be found at http://nces.ed.gov/programs/slds/stateinfo.asp

Who knows if they currently have  SLDS grant in their state?

NY, MS, UT,  NC have SLDS grants. NC looking at how Indicator data can be
collected using a SLDS.

The NPSO¹s role related to SLDS

1. Assist states in making sure post-school outcomes data is tied back
to their states data system (SLDS)

2. Assist states who want to explore using already collected extant data
to report Indicator 14

Question for states-

1. What currently happens to your student level PSO data after it is
collected?

 a.   If you use a contractor what data do you get from the contractor? For
 example
 b.   Where are student level data stored?
 c.What format are these data in?
 d.   Are your raw I-14 survey data incorporated into your state data system?
 e.   Other than for reporting the SPP/APR, how are these data used? If so,
 what are they used for?


NC receives a statewide report and local report; used the DUT PPT to report
data. NC does not receive student level data and does not use social
security numbers. 

UT contracts with WI, who collects the data via telephone survey; raw data
stored in WI. UT receives report visible publically on website and privately
with username and password for LEA. Do not receive student level data, but
state has unique identify and could possibly link K-12 to higher ed. LEAs
able to access their data and engagement rates (A, B, C) to the LEAs and
whether the LEA met their target. State has a k-16 alliance; does not use
social security numbers. Adult Ed. using the same unique identifier

CA has had a statewide system for approximately 25 years. Currently has 70
or 80 variables and creates 4 tables that can be accessed by CDE, local
education area, and the district. CDE creates district reports for those who
submitted data. UCLA creates reports across years.

MS has the district collect data. Surveys are pre-populated at state level
and uses unique identifier to link student level data (exit data) and
survey. Want to be able to link to other data already in the system, e.g.,
assessment data. LEAs have access to information at their level; reports are
not generated at the SEA level.

WA conducts a census, provides reports at student level to the school,
district, and state; doesn¹t use SSN, uses unique identifier. Goal: link
across data in K-12 system.

KY has LEAs collect data and send to contractors for analysis; does not use
SSN. Data analyzed at state, district, and regional level. State and
regional levels received aggregate data; LEAs receive only their district
level. Raw data are not available, looking to the possibility of having
access to raw data in the future.

NY contractor doesn¹t receive unique identifiers. Districts provided
reported using data displays similar to NPSO Data Display Templates;
expanding the district report to include tabular report for each question on
the survey. Contractor is working with the state to update

---Please join us for the Check and Connect Cadre Meeting on October 24, 2012 in 
Denver, CO at the Marriot City Center. Registration is now open

The meeting will be an opportunity for interdisciplinary state teams (or 
representatives from your interdisciplinary state teams) to consider progress 
and updates to the plans updated or developed in May, 2012 at the Capacity 
Building Institute in Charlotte. The content and work time will focus on using 
data to identify specific improvement activities (SPP/APR and CB Plans) and 
collecting data on the impact of those improvement activities. The National 
Post-School Outcomes Center, the National Secondary Transition Technical 
Assistance Center, and the National Dropout Prevention Center for Students with 
Disabilities will lead the meeting. Participants will leave with a tighter 
connection between the data States collect and the plans developed to improve 
those data.

The meeting will provide State teams with

a)  content knowledge on enhancing effective secondary programs to improve 
students’ in and post-school outcomes through work with national centers and 
other States

b)  knowledge of strategies for data collection, reporting, and use across 
SPP/APR Part B Indicators 1, 2, 13, and 14 (and others)

c)   a process for continuous improvement to build the capacity of systems 
that prepare students for success in college and careers

d)  opportunities to problem-solve with other State teams and TA Providers 
around issues that are encouraging or impeding progress to build capacity that 
will improve student outcomes

evidence-based predictors of post-school success, yet, there are not criteria

identified by Test et al., 2009 and describe a new tool developed by NPSO and 
NSTTAC staff to assist states and local districts the process of examining

!!! Save the Date for the NPSO Regional Meeting, March 11-12, 2014 to be held 
in Denver, Colorado. The meeting will be held at the Denver Downtown Embassy 
Suites, 1420 Stout Street, Denver, Colorado. This will be a working meeting to 
engage state and local personnel in usage of State Toolkit for Examining 
Post-School Success (STEPSS) and the continuous improvement /data-based 
decision making models using Indicator 1, 2, 13  14. The meeting will be a 
combination of content sessions and team time with the STEPSS tool. Please

result of this training participants will:

·  Engage in each phase of the data-based decision making model in STEPSS;
·  Participate in content sessions and work sessions using secondary 
transition indicator data; and
·  Develop an action plan for statewide dissemination.

Content sessions will include topics such as: (a) strategies for rating a 
district's usage of evidence-based practices and predictors, how to conduct a 
data based deicsion-making model in districts,  strategies for developing 
action plans for implementing evidenced based practices for your district's 
needs, and training for facilitation of the STEPSS tool in your district and 
state.

***First come, first serve! If you are interested in coming and funding is an 
issue, there is assistance!!! NPSO can pay travel and accommodations for up to 
seven 2-person teams (1 SEA, 1 LEA) to attend the two day training. To qualify 
for funding a team must commit to the following:

  *   Develop a team to bring (i.e., 1 state person, 1 district person)
  *   Must upload data to STEPSS prior to meeting
  *   During meeting – must develop an action plan for statewide dissemination

First seven states meeting the above criteria will be considered for 
NPSO-funded travel and expenses. Verification of data upload into STEPSS and 
action plan for statewide dissemination is required to receive travel

---This is a reminder that the next SLDS Community of Practice Call will be held 
October 16th, 2014. The topic will be Exploring SLDS for Part B Indicator 14 
Data Collection. Dana Manning from the Human Development Institute at the 
University of Kentucky will discuss the experiences of the Kentucky Post-School 
Outcomes Center as they explored using state longitudinal data for Indicator 
14. Dana will discuss issues around data and practicality involved in making 
the decision for using SLDS for Indicator 14. There will be ample time for a 
conversation about other state's experiences related to accessing SLDS for 
Indicator 14.

[NPSO]: Reminder NPSO Community of Practice December 11, 2014

---This email is to remind you of our community of practice call Thursday, 
December 11, 2014. As always, we look forward to your participation. The topic 
is:  What’s in a sample: When to adjust your sampling plan!!.  During this call 
Tamara Nimkoff, from IDC will join us to discuss  example situations for states 
to consider which would constitute a change of their sampling plan. Tamara will 
be available to answer questions and schedule additional TA around sampling 
plans. We will also provide a brief refresher on the NPSO sampling calculator 
and the Response calculator, tools you can use as you embark on yet another 
SPP/APR.

Engage in critical dialogue with your peers regarding data collection systems. 
Come prepared with questions regarding sampling. We are looking forward to 
hearing from everyone.  Please join us December 11, 2014.
