You can try this:
Copy the key you need to change from regedit.exe to a reg file. as in
Joe.reg
Copy the alternatives to another reg file(s). as in Mary.reg, etc.reg
Use a logon script or batch file in the users startup folder.
If Joe logs in. run. Joe.bat
containing: Regedit /s Joe.reg

We discovered the fix, but Paul is correct. We need to run TS in App mode
on a member server. The licensing service must be installed on a DC in
order
to do this. Apparently, it cannot be installed on a DC that serves as the
Global Catalog. We installed on another DC with no problems. Thanks
But if he's running TS (app mode) in an AD environment, it has to be installed on a DC.

If the local drive has NTFS partitions then permissions can be set per
file/folder/user. If it's FAT/FAT32 you can't w/out 3rd party tools.
