On another note... to comment on Stephane's below... I also feel that 
the only real pressuring need that led to the work on this charter is 
decision over funding - about collecting the money (eg; having the right 
to fundraise), about spending the money (in particular to address 
increase of funding, or at least stability), and about redistribution 
(per region, themes etc.)


Is there any other significant goal the Charter is trying to address 
that could justify the complicated scheme ?

I agree with this assessment for now. Overall engagement in these 
matters has dropped steadily since 2018. Creating a new body that's 
likely to struggle but will take up the time of another 25-100 people, 
may be depleting a critical resource.  My preference is not to 'fake 
it till we make it', but to make simple clear steps that play to our 
strengths, solve explicit problems, and don't further divide us. 
Iterating on and strengthening a much simpler + more focused 
charter/council could build shared identity, and feel like moving from 
success to success.  On this issue, to me that suggests voting "No" 
with a detailed, constructive comment rather than "Yes" with such a 
comment.



_Longer thoughts_:

Even at the fully-subsidized WM Summit, people complained it was hard 
to make time to participate without an additional stipend. Not many 
attendees had experience or appetite to run a new parliamentary 
bureaucracy [except those already employed by affiliates, who would be 
ineligible].  I proposed simplifications 
 to 
the charter at the time; 8 people found me to share comments in 
person, but none left comments or edits online.  (I would have been 
just as happy with postive or negative edits; but /no/ edits suggests 
a lack of energy for real drafting of policy or process texts)


Participants all wanted more say in global decisions, for various 
reasons (including wanting more say in their own budget growth), but 
there was an odd sense of dependency.  At the end of the Summit, a 
working group was formed to organize the next Summit in two years' 
time.  They nominated a spokesperson to report to the audience. He 
said, and I swear I did not hallucinate this, "We are excited to start 
planning the next summit. First we need the WMF to provide a staff 
facilitator to help us schedule our meetings and keep notes."


In contrast, the editors on the projects are quite independent, but 
are not that interested in nebulous governance issues. (perhaps like 
many on this list ;)  The unaffiliated community hasn't given much 
feedback up til now, and should be part of the next step of the 
process.  We must upgrade our global self-governance if we want the 
projects to evolve and thrive... but we have to work up to that.


Things we need:
a) Some rebalancing of resources across the movement.  The example 
championed by Brazil is a good one, we need more like that.
b) Larger affiliates need more stable funding commitments. Like 3-year 
commitments that can be revised down in line with all budgets if 
there's a global shortfall.
   --> We don't need a charter for these things; but an interim group 
that pushes hard on global allocation percentages.  The WMF has 
already committed to having a body that could do this, in place by 
January.


Problems:
c) The council as currently written is a new bureaucracy, accountable 
only to itself and its new time-consuming election process.
d) The latest charter sets up the council to implement and enforce a 
new global strategy... something no one really asked for.  It's 
unlikely to go well.  (Read cynically, this is a way for the council 
to force WMF to change its plans. Not a good start to trust-building.  
Under "Responsibilities" for WMF, *but not for affiliates*, the 
Charter reads "/The Wikimedia Foundation should align its work with 
the strategic direction and global strategy of the Global Council/" )


Problems that may be irreversible:
e) The current charter is impossible to update.  Any edits require 50 
people to support the change on Meta, plus months for translation + 
announcement + full-movement ratification.  Of course an edit could 
change the amendment clause... but policy-creep suggests this won't 
happen.  It makes no sense to /start/ with the sort of red tape that 
will one day grind things to a halt.
f) The worst outcome in my view is that we somehow create a new class 
of self-perpetuating 'paid global bureaucrats' who become a new power 
bloc, with its own problems and conflicts, with

maintain their own priorities, 2030 goals, or annual plans). It has 
not addressed input from unaffiliated editors, many of whom said the 
current framework over privileges the views and needs of affiliates.  
So I understand why the WMF liaisons keep expressing concern and 
suggested starting by transitioning a few specific functions.


I also understand why those who have felt held back by stagnating 
funding and inconsistent communications with the WMF might feel this 
is their only chance to have more say over evolution of collective 
priorities. And fear that if this vote doesn't pass right this 
instant, there might not be another such opportunity.

I do like any of the two options.
I am not fan of the proposition. For all the reasons already mentionned. 
I also think that if it were adopted, it would take several years before 
getting implemented, and it would certainly be amended. I see a long 
path ahead.

Thank you so much dear Sj for your active participation during the 
summit and for the report/feedback provided to the group !


I finally took the time this evening to read again, in full, all 
documents, all discussion pages.


I equally feel uneasy about the proposition. The version proposed last 
year during the Wikimedia Summit was minimalist.
The version this year is at the same time... too detailed/too long, and 
at the same time falling short on important points.


Examples of a bureaucracy, which results in obvious flaws...
1) the charter goes into details such as "decision making at the Global 
Council Level requires absolute majority of voters." My thought : anyone 
who has been in an association knows this is a path for immobilism...
2) at the same time, there is no provision with regards to minimum 
requirement of participation
3) and a bit disorganized sometimes... for example; rules related to 
elections of global council members are mis-placed in the section 
related to "decision making process of the assembly"


Falling short on important points... ultimately... it looks like an 
advisory body more than a body with power. Examples...
1) the Global Council will establish a committee to collect technical 
wishes from community, and then provide advice to the WMF.
2) the Global Council would be responsible for distribution of funds to 
the communities... but no mention is made of any power of deciding how 
much the global envelop of grants might be


My favorite is probably the list of responsibilities of the core team 
(the Global Council Board), which include

1) Appointing and supervising its members (ok... )
2) Serving as a representant of the Global Council activities (ok...)
3) Coordinating the annual meeting - 100+ people (ok...)
4) Maintaining accountability for the executions of the Global Council 
(ok...)

[So far... nothing too exciting... very centric-roles...]
But the best is ... 5) Drafting the initial Wikimedia Mouvement 
strategic plan... (as if Wikimedia 2030 did not exist ? or was 
considered... not the right strategy at all ?)


So far, the committee mentions that it will have 3 or 4 main functions
1) decision-making on fund dissemination (but it will have no 
decision-making on either how much money is allocated by WMF, nor any 
decision-making related to collecting money)
2) decision-making on affiliate recognition (which is good, but mostly 
serves affiliates)

3) advice on Product and Tech (unsure we need a GC for that)
4) and possibly something related to Trust and Safety (info not provided 
yet)


And to help implement the roles and responsibilities "transferred from 
WMF to the Global Council", the charter plan to rely on... Wikimedia 
Foundation staff to help...


I am not sure it is worth it at this point. Simplification would be best.

Besides, as Sj point very well, the process is quite opaque, and very 
much driven by Affiliates. That does not feel right to me.
Nor the recurrent feeling that the only "good" path for a group is to 
become an affiliate to be "part of"



That being said... I mostly invite you to read the feedback published by 
the Wikimedia Foundation. It is very instructive.

Short version

" In the present form, and following discussion with our fellow 
trustees, we, as the liaisons from the Board of Trustees, would not be 
able to recommend that the Board vote to ratify the Charter; substantive 
changes are still needed. We do hope there is opportunity to address 
some of these issues prior to the final text.

Dear all,

I would like to share with you the outputs of the Wikimedia Foundation 
Affiliate Strategy process [1], and to invite you to give feedback on 
the proposed changes to requirements for all affiliates & to user 
groups recognition process (more below).


The 2017 Strategic Direction 
<https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2017>says 
that we, the Wikimedia Movement, would build “the services and 
structures that enable others to … advance our world by collecting 
knowledge that fully represents human diversity” while carrying on 
“our mission of developing content”. As Wikimedia affiliates are a key 
and integral part of the Wikimedia movement and have knowledge and 
expertise to share, the movement’s success depends greatly on 
affiliates as they help people join us in doing mission-aligned work. 
The Wikimedia Foundation Affiliates Strategy report [2] identified a 
need to streamline the role of the Affiliations Committee (AffCom) on 
recognition of Wikimedia Affiliates, and identified issues with the 
current state of the process.


After conversations with AffCom, the Board liaisons to AffCom 
identified two areas for improvement. These areas are about the 
relevant work and mandate of the Board related to affiliate recognition:


1) requirements for affiliates; and

2) improving the workflows around the process for the creation and 
recognition of a user group.


The proposal on Meta [3] is suggesting to change the requirements for 
all existing Wikimedia affiliates, not just the legal entities. There 
are ten proposed criteria for a healthy affiliate. Examples include 
focusing on continuity by being an active group and welcoming new 
users, having good governance, and actively delivering on mission 
goals. Compliance with these requirements would be self-reported by 
the affiliates. The Board liaisons will work with the Affiliations 
Committee to publish a resolution outlining how affiliates would be 
expected to fulfill these requirements to remain in good standing.


Throughout the Wikimedia Foundation Affiliate Strategy process, there 
was also feedback about user groups. Initially, user groups were meant 
as a first step toward creating chapters or thematic organizations. 
Over the years, user groups have evolved and there are now legally 
incorporated user groups, user groups with boards, etc. Getting 
started does need to be easy, but also needs to make sense, and so 
there is a proposal for changes to the current workflow. The 
recommendations [3] include an outline of the sequential steps of a 
revised process.


The feedback can be given from today up till March 20, 2024 (Anywhere 
on Earth). Hopefully a fairly long feedback period will allow 
affiliates to consult with their membership, thinking it through 
practically.

I would like to share with you the outputs of the Wikimedia Foundation 
Affiliate Strategy process [1], and to invite you to give feedback on 
the proposed changes to requirements for all affiliates & to user groups 
recognition process (more below).



The 2017 Strategic Direction 
says 
that we, the Wikimedia Movement, would build “the services and 
structures that enable others to … advance our world by collecting 
knowledge that fully represents human diversity” while carrying on “our 
mission of developing content”. As Wikimedia affiliates are a key and 
integral part of the Wikimedia movement and have knowledge and expertise 
to share, the movement’s success depends greatly on affiliates as they 
help people join us in doing mission-aligned work. The Wikimedia 
Foundation Affiliates Strategy report [2] identified a need to 
streamline the role of the Affiliations Committee (AffCom) on 
recognition of Wikimedia Affiliates, and identified issues with the 
current state of the process.



After conversations with AffCom, the Board liaisons to AffCom identified 
two areas for improvement. These areas are about the relevant work and 
mandate of the Board related to affiliate recognition:



1) requirements for affiliates; and

2) improving the workflows around the process for the creation and 
recognition of a user group.



The proposal on Meta [3] is suggesting to change the requirements for 
all existing Wikimedia affiliates, not just the legal entities. There 
are ten proposed criteria for a healthy affiliate. Examples include 
focusing on continuity by being an active group and welcoming new users, 
having good governance, and actively delivering on mission goals. 
Compliance with these requirements would be self-reported by the 
affiliates. The Board liaisons will work with the Affiliations Committee 
to publish a resolution outlining how affiliates would be expected to 
fulfill these requirements to remain in good standing.



Throughout the Wikimedia Foundation Affiliate Strategy process, there 
was also feedback about user groups. Initially, user groups were meant 
as a first step toward creating chapters or thematic organizations. Over 
the years, user groups have evolved and there are now legally 
incorporated user groups, user groups with boards, etc. Getting started 
does need to be easy, but also needs to make sense, and so there is a 
proposal for changes to the current workflow. The recommendations [3] 
include an outline of the sequential steps of a revised process.


The feedback can be given from today up till March 20, 2024 (Anywhere on 
Earth). Hopefully a fairly long feedback period will allow affiliates to 
consult with their membership, thinking it through practically.

The Wikimania 2024 Core Organising Team have opened the application for 
scholarships and we are receiving lots of enthusiasm and questions about 
the process.



As previously announced, we will be facilitating orientation sessions to 
discuss the scholarship applications and answer your questions. These 
scholarship orientation sessions will be the first of our open call 
series entitled *Road to Wikimania 2024*, where we will be providing 
prospective scholars and attendees with the information you’ll need for 
the event.



There will be 3 time options for the scholarship orientation to choose

The program documentation of the Wikimedia Summit 2022 has been made 
available on Meta. The documentation consists of description and summary 
of each conference session and topics to follow up on.[1] Additionally, 
a summary has been translated into 6 languages by our colleagues from 
the Wikimedia Foundation.

Beyond the documentation of the Summit’s content, we at Wikimedia 
Deutschland are working on publishing the evaluation of the feedback 
survey as well as an event report with knowledge learned from organizing 
Wikimedia’s first global hybrid conference. Organizing the Summit as a 
hybrid event has been an exciting, but also a challenging experience, 
and of course there’s much room for improvement. The report will be 
shared by the end of November via the usual channels.



After the Wikimedia Summit, a variety of opportunities are coming up to 
continue the conversations and engage in advancing implementation. It’s 
the Movement’s “conference season”, and Movement Strategy is a scheduled 
topic at several regional conferences in the upcoming weeks.



In the virtual space, the first round of conversations on the Movement 
Charter will take place in November. Based on the conversations at the 
Summit, the Movement Charter Drafting Committee will be collecting 
feedback on the first drafts of the Charter. More about all of that on 
Meta

For a group vote, h you got me thinking. And I actually decided 
to go this route and list only 3, because the first 3 were undoubtly 
first 3.

This would make our vote actually stronger.

We have voted !

If someone who did not cast his vote has a "eh, me me me... I want to 
vote !!!" moment... please do it within the next hour or so (we can 
update the UG vote)


For your information, we ranked all candidates. Our top 3 was
1) Kunal
2) Michal
3) Mike Peel

With a big lead on Kunal (but since it is ranking... this is not reflected).
The middle candidates were actually... hardly chosen or given a vague +1 
or -1

And then two candidates really got very negative votes.

I am reaching out to you as you have been nominated to represent your 
affiliate in the Board of Trustees election voting. Affiliates have the 
opportunity to ask questions to the Board candidates. The process has 
now been decided by the Board Selection Task Force and Elections Committee.



The process will use the new Movement Strategy Forum 
, based on the open-source 
platform Discourse . 
The great thing about Discourse is messages can be automatically 
translated by users into their preferred language. In a separate email, 
we are sending you an invitation to join a private 
categoryon 
the MS Forum. In this private space, all affiliate representatives can 
propose questions and vote on them easily. You will use your Wikimedia 
account to log in, there is no need to create a new account and password.



You will propose questions in this category. Then everyone will vote on 
questions you would like the candidates to answer. The top 15 questions 
will be selected. Candidates will have 3 days to post their answers in 
the same private space. After these 3 days, the category will become 
public and everyone will be welcome to read the candidates’ answers.



If you prefer not to join this process to propose questions on the 
Forum, you can send us your questions via email. If you want to vote on 
questions, then we kindly ask you to log in to have all the votes in one 
place.



Here are the dates to remember:

   June 10 - 17: Deadline to propose questions and vote on the questions

 *

   June 18 - 21: Candidates answer questions

 *

   June 22: Answers to questions are made public


The Elections Committee will oversee the process, supported by the

I think it is an excellent idea for any member of this group to publicly 
stand for one candidate or another, and provide his or her arguments for 
the support. It will help both during the Affiliate vote process AND 
during the community vote process, to gather a better understanding of 
each person.
So go for it ! (@ Stephane... Federico... James and all others who wants 
to give their opinion on one or several candidates).

We at Kiwix, however, would like to single out Kunal Mehta

corrected but he also single-handedly ensured Debian ports for it and

coder, but has a vision for free knowledge. I am told he left the WMF

soapbox campaigning, but so be it. If you home chapter is undecided

This is the odd thing.
You see the two messages I sent "Part I" and "Part II" ?

That was it. The two parts were together. It was roughly a 20 lines 
messages (with lot's of links though). And I got the message it was 
above 250KB

So, the process chosen is that each UG will cast a vote to appoint a 
selector.

Then all the selector will choose candidates for the Drafting Committee

There are three candidates... Namrood, LiAnna Davis and Nattes à chat

After discussion, Sj and I have chosen to propose you a super simple 
survey form and we will cast the UG vote according to your votes.

Affiliates vote within their group, and let the vote decide of the 
people selected by the group. I will follow up on that ... ermmm... 
very administrative issue... and will have a talk with Sj to make sure 
we cast the Affiliate vote (be it directly, or through a Selector).

Hello everyone !


This is my privilege to suggest the adoption of a dedicated logo for our 
UserGroup :)


We currently operate under the generic wikimedia logo for our UserGroup.
A couple of weeks ago, Stephane told me one of his team members 
(user:Schlag88) would possibly have some free time to do a design work.
I thought suggesting a brand new dedicated logo for our UG would be very

We hope you and your communities are safe and well. We are writing today 
to share some big updates.


1. The Brand Project will pause until March 2021.

On 24 of September Zack McCune and Heather Walls attended the Board 
meeting and recommended that the Brand Project pauses until March 2021. 
As referenced in the community open letter, many Wikimedia movement 
activities, events and key collaborations have been put on hold or 
restructured due to the COVID-19 pandemic, and we believe this should 
also include the Brand Project. The Board resolved to pause the project 
and stated this publicly 
on 
30 September.



2. The project’s process will evolve with guidance from a new ad-hoc 
Board committee


During the pause, a small ad-hoc Board committee will be formed to 
liaise with staff, and develop a process of collaboration and 
decision-making appropriate for the Movement’s brand. This committee 
will include Trustees James Heilman, Raju Narisetti, and Shani Evenstein 
Sigalov. There is also the intention to include a small number of 
community representatives from affiliates, open letter signatories, 
emerging communities, and Foundation staff to be designated by the 
Executive Director. We’ll update you with more details on the committee 
soon.



3. The naming survey report 
is 
now available


Thank you to everyone who provided feedback. Here is the executive summary:

 *

   Affiliates in Asia and Africa agree the most that a Wikipedia-based
   naming system "will help their affiliate" compared to European and
   North American affiliates who mostly disagree.

 *

   “Network”, “Organization”, “Trust”, and “Wiki” terms were ranked low
   and should be removed from future naming considerations. “Movement”
   term was productively associated with humans, progression, the
   future, and social justice and should be further refined.

 *

   No single naming system showed sufficient scoring to be recommended,
   and a second round of revision is advised (as per original project
   plan) once the pause has been completed.

I am happy to promote WikiFundi, which is a tool working on raspberries, 
allowing to experience editing a wiki as if users were on Wikipedia.

As for I, I have been running writing contests in primary/secundary 
schools in 7-8 French Africa countries, using WikiFundi on a raspberry 
set-up, for the past 3 years.
We should have expanded to Benin in 2020 with others partners, but it 
currently delayed to 2021 (only had the time to set-up one school before 
Covid hit).

out to affiliates in order to discuss the Universal Code of Conduct.


There has been talks about the need for a global set of conduct rules in 
different communities over time, and finally, Wikimedia Foundation Board 
announced a Community Culture Statement, enacting new standards to 
address harassment and promote inclusivity across projects.


Since the universal code of conduct that will be a binding minimum set 
of standards across all Wikimedia projects, will apply to all of us, 
staff and volunteers alike, all around the globe, and will impact our 
work as groups, individuals and projects, it’s of great importance that 
we all participate in expressing our opinions and thoughts about UCoC, 
its nature, what we think it should cover or include and what it 
shouldn’t include; how it may develop, drawback or help our groups.

Well, what you say is true. In short, if I summarize super briefly

1) According to Heather, the brand redefinition was a request from the 
board back in 2015. But there is no mention in board meeting minutes 
and two former board members do not remember this decision. Note: this

Arguments from opponents to the change include the fact the board

3) Following that situation, a RFC was launched by the community, and 
show an overwelming opposition to replace Wikimedia with Wikipedia in 
our orgs and projects name.
Note that RFC is opt-in only, so might over represent those who oppose 
the rebranding. Hence the case made for the final survey to poll 
community members about their position on the matter.

4) The Brand team continued its work. Extensive discussions followed, 
with face to face brainstorming events to try to identify "good 
ideas". And key argument to opponants was that it was still in 
discussion phase etc.
Brand network was created to better inform etc., give arguments in 
favor of the change etc. (I joined it as representant of offline UG to 
keep track of what was going on)
There was further information provided about a month ago during a 
public meeting, revealing a collection of "words/directions"
There were repeated requests from the people following this topic, for 
the final survey to include the "no change please" option. But this 
has been dismissed repeatedly.


5) Then finally a new survey (the one I mentionned earlier) was 
proposed a few days ago with a short list of options. The "no option" 
is not proposed, and the three options include replacing wikimedia by 
wikipedia.
This is creating social unrest. Best person to know more about that is 
Andrew Lih.


6) An executive statement was published 2 days ago, stating that a) 
this rebranding was done per board request, and 2) the rename will happen
Quote: *"We should have been clearer: a rebrand will happen. This has 
already been decided by the Board. The place where we seek 
consultation and input is on what an optimal rebrand looks like, and 
what the path to get there will be."*

7) There is a boiling discussion on whether to set up a central banner 
to invite participants to respond the survey, with community 
opposition to set up the banner.
I have actually been contacted by some staff about this, who were 
apparently trying to evaluate the level of risk of WMF staff to be 
unsysoped if they decided the get over the community and activate the 
banner anyway

I hope I'm properly informed, but AFAIK there is an extremely strong
majority (almost a consensus) within the community against replacing
"Wikimedia" with "Wikipedia" in our orgs naming. cf.

But it seems that the process continues without taking in account the
result of this survey. To me, this seems not fair.

Considering that offline activities are booming, in particular because

wonder why exactly I should invest more time on this process?!

Make sure you read the proposals very carefully. You'll find out that 
the 3 proposed proposals all provide the same name for the Wikimedia 
Foundation. Which is the Wikipedia Foundation.

According to the rumors, this is basically decided.

Of course, that should not prevent us to propose names of replacement 
for WMF. Or to propose Wikimedia Foundation to replace Wikimedia 
Foundation (hmm, actually, no change then).


This being said... I rather agree with you. The option 3 (wiki etc.) 
sounds like the "least bad" to me, though none of the options really 
reasonate.

live youtube session.
It is one hour long, but the presentation itself is less than 30

Yesterday, the Team presented the results of their thinking during a 
live youtube session.
It is one hour long, but the presentation itself is less than 30 
minutes. Then followed by questions.

The Brand team also launched yesterday a new survey to measure our 
support to this new branding scheme.


We are invited to participate to this survey in two capacities
1. as individuals
2. as affiliate

And quite naturally, we can also react, discuss etc in the above 
mentionned talk page, on mailing lists, telegram etc.


Taking the survey as individual is your own decision. Deadline June 30th

However, answering as an affiliate is a slighly more complicated thing 
to do.


So I reported that in a wiki page, where we can collect feedback from 
you and try to answer in the name of the group, if relevant.
Roughly... if there is a general agreement... it will be easy to respond 
in the name of the offline UG

If there is no clear agreement... we'll have to reflect on what to do

But the first step in any cases is to actually record your thoughts on 
the matter.

I was probably not clear enough.
According to their timeline, they will host a series of online events in 
September. Likely to host some of the discussions that would otherwise 
have been held in Berlin I suppose.


So this team is to design the events. I suppose timing, attendance, 
topics, facilitation, plateforms, outreach and such


So it is virtual discussion on the transition :)

aka design the "spaces" and "conditions" where will be held

"online discussions" about the  beginning of something called an implementation 
phase.

Dear all,

It’s my pleasure to be writing to you about the Movement Strategy. We 
have come together over the past 3 years to develop our Strategic 
Direction [1] and then the recommendations [2] to guide our 
collaborations and future. So many of you contributed to the process — 
some for only a part, and others throughout the entire process. With the 
recommendations complete, our focus now shifts to implementing the 
recommendations in a collaborative, open, and transparent way.

Transition
To make the transition from the publication of the recommendations to 
their implementation, we need to do some planning. It’s a 10-year 
strategy, with dozens of initiatives, dependencies, and connected goals, 
to be delivered in a more distributed, deliberative, and open 
collaborative model than ever before. We’ll need to work together to 
define how we prioritize, sequence, resource, and support each initiative.
So much of our work is done online, but a lot of strategic work also 
happens in person. We can’t do that now, and so we’ve had to adapt to 
engage broadly, and in inclusive ways. To create this plan, 
movement-wide virtual events will kick off in September. We will use the 
Movement Strategy principles [3] as a guiding framework to ensure the 
planning will be inclusive and empowering for our diverse range of 
communities, without leaving anyone behind.


As a result of the pandemic, we lost the chance to work together 
in-person on the transition to implementation at the Wikimedia Summit in 
Berlin [4]. Yet we gained an opportunity to include a higher number and 
a more diverse profile of participants. Engaging with online 
contributors, technical developer communities, and smaller user groups 
throughout the process will be a key priority.


Successful virtual engagements with a high number of diverse 
participants are difficult to do well. Therefore, a Design Group will 
collaborate to prepare for the virtual transition discussions. This 
group will consist of community members reflecting different parts and 
perspectives of the movement, including representatives of regional 
collaboratives (CEE, ESEAP, Indaba, Iberocoop, North America, South 
Asia, WikiArabia, WikiFranca), the EDs and chairpersons groups, and WMF 
staff.


Anyone who is interested can contribute. Regular summaries of the 
preparation work and design discussions will be published on meta so 
that anyone interested will be able to share insights and help improve 
the process, even if not part of the Design Group itself.

Participation
I look forward to: Working with many of you at the virtual transition 
events.
Ways to participate and the schedule of events will be determined by the 
Design Group. The current plan is to start the virtual transition 
discussions with the movement in September.
The virtual events is where major discussions will take place on 
sequencing, prioritizing, and resourcing the recommendations across the 
movement.
Seeing those of you interested participate in the open review of the 
transition preparations.
The task will be to review the work of the Design Group and share your 
perspective, enriching the thinking to improve the events.
Open review will happen in parallel to the work of the Design Group from 
the end of June to the end of July / beginning of August.
Having nominations from different movement groups and collaboratives 
(mentioned above) for the Design Group.
The task will be to design as a group how the transition process of 
online events will be set up.

As said previously, ALL groups can vote. It is not restricted to
incorporated groups.

Hello


Last week, I attended Wikimedia France General Assembly, which was 
followed by some interesting discussions. And the Offline UserGroup was 
actually nominaly mentionned as one of the contentious UG for the future 
WMF board elections. Contentious because it is a transversal thematic 
organisation, where most members are also likely to be members of other 
UG and/or chapters. There are also such UG, such as WikiWomen, Art and 
Feminism, Whose Knowledge etc.  though a strong minority in the 100 UG.


So, what's the deal

Recently, the WMF has approved the fact all UserGroups will participate 
in the election of WMF board seats. The next occurence will be in a few 
weeks.

This include our UserGroup.

As part of the currently discussion, it is suggested that it would be 
highly inappropriate that people vote or even discuss in several UG, 
when they are members of several UG/Chapters.
It is also considered that the UG should have a public clear process to 
make decisions as it would not be okay that contact groups choose 
nominees and vote nominees without getting members feedback. It also 
raises the issue of why contacts are contacts precisely and what their 
roles and responsibilities are. It is also suggested that UG could also 
decide not to vote on the WMF board elections if they chose not to 
participate. But on one hand, group members should decide that, and on 
the other hand, offline UG could provide a relevant input to the 
discussion (the largest majority of UG are defined by their geographies, 
and there are not so many UG that are defined by their activity focus... 
so strategically speaking, I think the Offline group should speak up).


I'd like to note that, at this point, Offline has two parallel 
membership lists... not a big deal, but probably something to clarify at 
some point.


Additionaly, at some point, our UG will have to submit an annual report. 
This is mandatory to stay a UG. I do not know when the deadline is... 
perhaps our current group contacts do.


And last, I'd like to raise the issue of our contacts precisely. The UG 
was created nearly a year ago, using the opportunity of the Berlin Conf. 
Thank you for those who made it happen !
Yet, the UG contacts were self-appointed, rather than selected by the 
(vague) members (that was completely logical given the situation, I do 
not criticize this process). Today, it would probably be more 
appropriate to have contacts who are chosen by members and to have 
contacts that are actually *active* in the UG.
At the moment, one contact is active, whilst I have never heard anything 
from the second. Well, I met him once at Wikimania, but I have never 
seen him active either on this list, or on the wiki (he did not even 
list his name himself, Sj did it for him).


Being an affiliate comes with some obligations (even if they are very 
very light). And it also comes with some benefits (even if it is not 
entirely always clear which they are).


I know we are part of this group mostly because we are simply sharing a 
belief that offline is part of our mouvement and benefit the global 
community. Some are mostly observers and supporters, whilst it is a 
daily job for others. We can not meet very often (contrariwise to 
geographically-based UG), and we have to thank those who made it 
happened that offline members meet, such as after Wikimania Montreal. 
And I am sure most of us would agree that this is what the role of the 
UG should be. Sharing info, common opportunities, and so on.


Yet... an WMF affiliate has some obligations... so how should we deal 
with that in the least time-consuming, least-bureaucratic, 
least-expensive way, yet playing our role in representing, recruting and 
promoting offline in the mouvement ?

[Offline-l] WikiFundi V2 soft pre

Hello everyone,


This is a soft pre-announcement for the release of WikiFundi V2. And a 
request at the same time...



WikiFundi is a software that provides off-line editing environment that 
mimics the Wikipedia environment. WikiFundi allows for training and 
contribution when technology, access and electricity outages fail or are 
not available at all. It enables individuals, groups and communities to 
learn how to edit Wikipedia, and to work on articles collaboratively. 
Once completed and connected to the internet, these articles can be 
uploaded to Wikipedia.


The WikiFundi software is intended to support theWikiAfrica 
movement and Wikimedia 
volunteers across Africa thanks toFlorence Devouard 
(Anthere) and Isla 
Haddow-Flood, fromWiki in Africa 
association. It has been 
realized in collaboration with Wikimedia CH and Kiwix. It is set up by 
Anthere, Emmanuel Engelhard (Kelson), Florent Kaisser, Renaud Gaudin and 
other members of the community. The development of this software is made 
possible thanks to the Wikimedia Foundation and the Orange Foundation. 
The WikiFundi software and its documentation are licensed under CC-BY-SA 
4.0.


The first version was launched in January 2017 during WikiIndaba. The V2 
version is now released.

Now, the request... James downloaded the two English based versions : 
WikiFundi Min En and WikiFundi Max En. Whilst he was able to boot the 
Min version, he did not succeed to boot the Max version.


Would any of you with a raspberry PI 3 available willing to download the 
Max version and double check if it boots for you ?

I think that one thing we could also easily do is to add a section 
related to media coverage (that could also include the series currently 
featured on WMF blog)


Main benefit : make this whole section a bit more appealing to non tech 
people with "easier" to read info about what is going on, why, how etc.

[Offline-l] WikiFundi last steps and next steps

Hello everyone,


Our education projects based on version V1 are now coming to an end.

There were two of them.

- The first was in English language, within South Africa high schools. 
Articles were meant to be for Wikipedia. We are currently collecting the 
texts produced and getting feedback.


- The second was in French langage, within schools in 4 French speaking 
countries. Articles were meant to be for Vikidia and production was done 
as part of a writing contest amongst schools. Participants were in the 
9-12 years old range.

Overall, it worked well ! We got some good feedback from teachers.
Apparently, the manual transfer of articles worked pretty well. What was 
perhaps an issue was more about images (half of them were uploaded on 
Commons, the other half on Vikidia, and most did not have attributions, 
descriptions etc.)


We are discussing next steps with both partners (Orange Foundation in 
the francophone countries and Moleskine Foundation in the anglophone 
ones), trying to figure out the next best options.


We are starting to work on the next steps. Wikimedia Foundation and the 
committee agreed to fund those :

Those will include

1. Fix existing bugs and make coding improvements that have been
   reported by the current users,
2. Increasing the outreach, educational and training resources that are
   available on the platform,
3. Increase the training experience of the users by adding interactive
   tutorials in English and French,
4. Meet with and develop a dissemination strategy with relevant
   partners working in the field of offline access to open source
   resources,
5. Increase the communication reach and scope, and
6. Explore future improvements to the software.
