1000 are reserved ?
Also did you try to capture on a vlan interface on the pf side to see if
you have traffic ?
What return ifconfig ?

You have to modify the iptables.conf template in orde to make it permanent.
/usr/local/pf/conf/iptables.conf
and restart iptables (pfmcd service iptables restart)
