The RADIUS request seems fine.
Can you reach the portal page? By manually input the URL redirect address in
your browser on the client.
Also can you make sure the option 'Nac State' in the 'Advanced' tab is in
'Radius NAC' .(SSID configuration)

Leaving “Broadcast’ unchecked or checked doesn’t seem to change the behaviour
on the windows agent.
We are still on 5.4 on Debian if that makes any difference?

Why do you want to add the management? The management is for the communication
between administrators/switches and PacketFence, I see no reasons to return
that as a role, you should use the admin access section to manage user access
to the admin.

Your config should be enough, for now you can edit the systemd packetfence file
under /lib/systemd/system/packetfence.service. Try to up the TimeoutStartSec
value to 300. We will update it on our side also.
