Actually, I think the formula is not all that bad. If I were doing something like this (e.g., when allocating prizes in a bike race, allocating votes in a contest, etc.) I would probably use a .1 + .3 + .6 = 1.0 formula. Which translates loosely to their .117 + .294 + .588 = .99 (or .2 + .5 + 1.
