The method you describe is the only way I have found for rpm repos. I have
done it, and I can tell you it works (for rpm repos).
However, this does appear to be a design oversight.

The update process locks up at update 20.
I have provided a script of what I did (attached pulp_installation.txt).
I can reproduce it by removing all the packages, cleaning
out /var/lib/mongodb, and running the pulp installation a

repositories on a slow filesystem this could take a while as it could be
