What does the IBC say? If there were townhouses (not since units
divided per floor), then a 13D could be used with minimal rated
separation per the IRC. The code drives the allowed type of system,
not how small you make each individual system. Make sure the tamper
switches are electrica
You may want to talk to you contractor about a single supply for all four
units fire system, or one larger dom. Supply in one unit and 3 smaller
supplies in the other units. That way only one larger backflow, and you can
still zone by unit if the GC wants, or at least by floor.

I have a residential complex consisting of two story units with two
individual units per floor. Obviously this would fall under 13R however in
this case the owner wants each unit to have it's own seperate riser control,
