AFAIK Kent doesn't go round putting 2m width limits on country lanes - more likely to be 6'6" "except for access". A random spot-check on his most recent changesets with Google Streetview shows indeed 6'6" "except for access" so he may actually be correct, except for the discutable correctness

Yes, CC on it's own might not be enough. However there are already Australian CC BY datasets in OSM via a claimed blanket approval for all CC BY spatial datasets from data.gov.au see http://wiki.openstreetmap.org/wiki/Contributors#Australia (see also the discussion page) There are also some CC-BY
