I've been to a successful mapping party in NYC, which was run by CloudMade.
The meetup.com group still exists, and someone is funding it. I don't know
anyone specific who is still working with it though.
I believe Lancaster, PA is still trying to have monthly meetups as well.

free. TBH I'm not exactly clear on the distinction between the two other
