Notice of Public Hearings and Opportunity for Comment on the Edwards Aquifer
Protection Program

The Texas Commission on Environmental Quality (TCEQ or commission) conducts
annual public hearings to receive comments from the public on actions the
commission should take to protect the Edwards Aquifer from pollution, as
required under Texas Water Code, §26.046. These annual public hearings are held
by the Edwards Aquifer Protection Program and cover the TCEQ rules, found at
Title 30, Texas Administrative Code, Chapter 213, which regulate development
over the delineated contributing, recharge and transition zones of the Edwards
Aquifer. These annual public hearings assist the commission in its shared
responsibility with local governments, such as cities, counties and groundwater
conservation districts, to protect the water quality of the aquifer. The TCEQ
is specifically seeking feedback on the following topics related to the Edwards
Aquifer Protection Program: 1) review of innovative technology applications; 2)
regulation of aggregate production operations (APOs) located over the Edwards
Aquifer; and 3) input on compliance monitoring of best management practices
following installation.

On March 16, 2020, in accordance with Texas Government Code, §418.016, Governor
Abbott suspended various provisions of the Open Meetings Act that require
government officials and members of the public to be physically present at a
specified hearing location. Pursuant to that suspension, the public will not be
able to attend the hearing in person but may attend via Microsoft Teams
application at no cost.

Unlike previous years in which TCEQ held two in-person hearings in Regions 11
and 13, this year the two hearings will be conducted as a SINGLE virtual
hearing. The hearing will be held on Monday, October 26, 2020 at 9:00 a.m. via
Microsoft Teams Live Event at:
https://teams.microsoft.com/l/meetup-join/19%3ameeting_Yjk0NGI2NzUtYTk1Yi00ZGRlLTgxOTQtNTE2YmM4ZGNjNjZm%40thread.v2/0?context=%7b%22Tid%22%3a%22871a83a4-a1ce-4b7a-8156-3bcd93a08fba%22%2c%22Oid%22%3a%228e246f97-ba22-4192-88a3-75f53ecddbe5%22%2c%22IsBroadcastMeeting%22%3atrue%7d.

Closed captions will be available. The public may also listen to the hearing
by calling (512) 826-8070, conference ID no. 872-912-902#. Additionally,
members of the public may view a recording of the hearing at a later date on
the TCEQ YouTube Channel at:

https://www.youtube.com/user/TCEQNews/videos.

This hearing will be structured for the receipt of written comments only, via
email to e...@tceq.texas.gov, by interested persons and recognized as received
by Agency staff. There will be no open question and answer discussion during
the hearing. Agency staff members will be available to answer questions via
email to the contact information below or phone call to the Edwards Aquifer
Protection Program Liaison at (512) 239-1336, 30 minutes prior to and 30
minutes after the conclusion of the hearing. All other comments must be
received by 5:00 p.m., October 30, 2020. Registration will be automatically
generated by joining the hearing.

Additional written comments submitted before or after the hearing should
reference the Edwards Aquifer Protection Program and may be sent to Ms. Anne
Ruthstrom, Texas Commission on Environmental Quality, Program Support Section,
MC 174, P.O. Box 13087, Austin, Texas 78711-3087, faxed to (512) 239-2249, or
emailed to e...@tceq.texas.gov. For further information or questions concerning

Of possible interest:

John Ackerman has spent millions procuring a majority of the known caves in
Minnesota, which add up to dozens of miles of underground passageways and
likely make him the largest cave owner in the U.S. He collects and charts them
in the name of preservation, but his controversial methods have created many

sees the world differently. Intimidating be sheer volume of passive aggressive
language designed to bait a response in kind. Then to blame the ugliness that
ensues on the lone annoying guy, who simply reacts as anyone does when faced
with bullies and person who jump to judgement without a modicum of respect for
the annoying guy.
It's a shame that the collective majority with the highest opinion of
themselves, find themselves so vulnerable to the ideas they dont understand
that it causes their collective mind to snap shut. Disallowing anything
familiar to penetrate the comfortable space they claim as their own and protect
vehemently by any means necessary. It matters not if those means are 180° askew
of the philosophy they pride themselves on and part each other on back in
mutual admiration.
Its dismaying to witness the mutual admiration society in full acceptance of
the groups tactics that dispensed with the unwanted point of view. Like pet
dogs that were lost in a storm and found each other. For the survival of the
pack they abandon the domestication that held them in regard with society for
the nasty aggression that binds them to one another and insures no other
disturbs the pecking order of the pack.
I think annoying guy guy might use the tools you have shared. Though I doubt
you will ever be rid of him. Historically those that are treated with a certain
level of inequality gather strength if they dont already have the fortitude, to
resist and confront those who wish to to treat him poorly.
Smart people, especially ones that trumpet the value of fair play, tolerance
and acceptance actually practice those traits they hold in such high regard.
But it takes a secure self esteem and fearless ego to lower ones self to a
level of truly embracing the unpopular. Only when one can reach that level of
humility will they ever understand the need to look inside ones self to find
the fault of the outsider.
He understands you. You can not make that same claim.

Very interesting to see it confirmed this year in Chambers Co, located between

25% of Chamers Co is marshland and includes parts of Trinity and Galveston bay:

Anahuac National Wildlife Preserve is located on the bay side and somewhat
inland. Mostly coastal birds. And tons of mosquitoes.

The rest of the 871 sq miles is agricultural crops: lots of pests.

And some forest.

And a major river: Trinity.

Wonder which bats are prevalent in Chambers County?

My other guess is that they kept them quarantined in order to control their

We were too excited to be phased by the plunge, but were disappointed when we
found a sump around the corner. We bypassed it via an upper level on a later
trip, found a second sump that we also bypassed by climbing high, and
downstream exploration remains stopped at a third sump that will need diving.

In the stream passage at the bottom of Sorcerer's Cave (originally called
Adam's Cave) in Terrell County, TX, there is a 1.5 m waterfall into a plunge
pool. During a 1978/79 survey by the San Antonio Grotto (SAG), a caver took an
unplanned dip into the pool. The place was christened Poole Plunge in honor of
the caver--Gary Poole. George Veni can provide more details if requested.

Bill Steele's mention of Kerr Plunk reminded me of another similarly

The dog suddenly raced ahead and jumped to its death down a 100-foot shaft. We
have no idea why the dog did that; best guess is that it thought it was a pool

Another email address for Val Hildreth-Werker: we...@zianet.com

You might want to ask Val if she would be willing to hold a graffiti removal
workshop in Texas.

At a minimum, you should have a copy of her book, Cave Conservation and
Restoration, available via the NSS bookstore:

I have searched the NSS website with no luck. The best I could find is...

There are times when landowners & local or state Govts might come to the Texas
caving community (TSA - TCMA - TSS or the many Grottos) to request our help
with graffiti in their caves.

I would like to have information to give to them and if possible offer
assistance on removing the graffiti in a manner that has been tried, tested and
works best for the cave environment.

Hi Dave!

Thank you for your reply. I figured you might have had interactions with NGS
over the years.

I understand about not making the comparisons. As I mentioned in my post, I am
very prejudiced - I love your work, and feel privileged that I get to see so
much of it. You are very kind to share it with the caving community.

Thanks Julia though I would not be inclined to make such a comparison of
my own work with other major photographers. I definitely think Robbie is
one of the Top Guns these days, doing some great work.

I've had frustratingly close encounters with NGS, and have been on 4
expedtions they helped sponsor. My stuff has appeared on the website, and
twice almost in the main mag, and once actually in the mag was a shot I
set up in Lake of the Blue Giants by placing underwater lights, but the
photographer floating on top got the only credit. I've had stuff in NGS
Adventure, and was about the have a big spread from our Xe Bang Fair river
cave in Laos at last, when they folded the whole magazine a month before!
The only sure way to get in is if they hire you to do a shoot.

According to the newest advertisement by LG Mobile, David Angel is an "expert
caver," and so you should buy LG phones and products because he recommends
them. It shows him rappelling in a cave.

But instead of partnering him up with someone credible like Jacques Cousteau,
they match him up with a street parkourist.

  Voting, Sinkholes, Salamanders Dec. 5,
2016

Dear SMRFers:

VOTE PLEASE! It is astonishing how few people remember that a Mayor and two
Council Members runoff election is going on, so talk it up among your family
and friends this week especially. Wear your "I Voted" sticker every day, send
emails, facebook posts, text messages and just plain call your family and
friends too. Tell people remember to vote TODAY, Monday, from 7 a.m. to 7 p.m.
at the Government Center, or Tuesday through Friday this week from 8 a.m. to 5
p.m. at that site. Also, today from 7 to 7 is the last day the Broadway Early
Vote site will be open for early voting! And then tomorrow Tues and Wed, from
11 to 7 the campus early voting will be going on at the LBJ Student Center.
Then the actual Election Day is next Tuesday, Dec. 13th but do not wait for
that. Please early vote this week, in case something interrupts your day on the
13th, preventing you from voting! Voting in these local elections is
extremely important in the issues that affect you personally the most, right
here in San Marcos. http://www.Vote411.com still has these 3 races posted,
with answers from candidates there from the LWV questionnaires distributed in
Sept. .

SINKHOLE: We heard of a sinkhole just west of IH 35 at 410 by listening to the
news from San Antonio this morning. Last night there was this big sinkhole
formed in SA which swallowed two cars. It just looked like a puddle of water in
the dark, but it was a deep hole. One man was rescued, but a female deputy
(and the police vehicle) have not yet been recovered from the hole. One report
was that it was a sewer line which caused the sinkhole, which is very
frightening news indeed. Stay tuned to SA stations to learn more. Apparently
there were four major sewer line overflows yesterday there. Often water line
breaks cause sinkholes, because of the force of the leaking water tearing away
at the soil, but in this case, perhaps the rains caused a lot of inflow into
sewer lines, where there are breaks, and this caused the problem. We will know
more later about whether this is on the recharge or contributing zone.

BLIND SALAMANDERS MISSING: One of the articles about this Thanksgiving Day
mystery mentioned that the SMARC staff are investigating whether some predator
like a raccoon could have fished the salamanders out of the aquariums. But they
did not find any obvious evidence of that, in the first day the salamanders
were missing. Since then the investigation process is keeping the SMARC and
police from being talkative about the work they are doing on the case. The
blind salamanders disappeared over Thanksgiving, and the police were called in
to investigate, since these are very precious salamanders. They are aquifer
dwellers underground, and are often are ejected from a spring and captured
because they cannot survive in the creeks and rivers. They are kept at SMARC
so that research can be done on how to keep them healthy, reproducing and
growing well in captivity. The refugium at SMARC is just that---a refuge that
is charged with keeping this endangered species alive if the aquifer is
polluted or dries up. If that happened some salamanders might have to live in
aquariums at SMARC for a while. Then once the natural habitat improves or is
cleaned up, that species could be reintroduced to its natural habitat. I know
that everyone at the refugium is doing all they can to be sure this case is
solved, and most of all, prevented from ever happening again. Even the
salamanders at the Meadows Center are now

The geology there is the upper member of the Glen Rose. The USGS is publishing
a report with the latest detailed mapping of the area. I was asked to review
the draft and can't say much until they release the final report, but they
subdivided the upper Glen Rose into several units that nicely match the unit
thicknesses as interpolated by cave depths. Once the map is published, the data
should be digitally available on line.

Hope it will encourage other Texas cavers to send their reports. There is a lot

What is the geology in Kleck Park that has resulted in so many karst features?

Hi Frank!

We don't want to lose a valuable, iconic Texas caver from this list. Or any
other cavers. Some folks forget these posts are read by cavers who are not
in/from Texas. And, who don't know David.

I have no doubt someone will point out that David's posts say "off-topic,"
"delete now if you don't want to read it."

However, I concur that this listserv has a clear intention of being used for
the purpose of cave-related posts.

I know David L posts comments on the various Texas cave-related Face Book pages.

Perhaps the moderator of this listserv could politely suggest that David post
any non-cave related information on these other sites. And, perhaps, even
politely let David know that he might be unsubscribed if he continues to
improperly use this listserv.

Jerry,

Thanks! I really appreciate your thoughtful response and the information. Some
of these steps I've been pursuing, but others are good insights that I haven't.
Sometimes, this issue just really frustrates me. It's good to know that other
people feel this way, too. However, it's sad to learn that this has been an
ongoing issue for such a long time. Most everybody that I have met & caved with
in our grotto and in the Texas caving community so far have been really solid
people who are enthusiastic about caving and open to helping those around them
enjoy the sport. I've learned from talking with some of these people though
that there is an undercurrent of frustration with some of the seeming cliquish
or closed off nature of cave access sometimes which discourages pursuit of the
sport. Since I have come to really love caving, I hate to see people get
discouraged, because of some sort of systemic problem. Anyways...Hopefully,
with the continued awesome work of organizations like TCMA, etc... and behind
the scenes work of individual cavers who are talking with landowners, more of
these Texas caves can be opened up to the Texas caving community at large via
grotto trips, etc...

Scott,

You are not alone; this has been an issue for decades. To find out about Texas
caves in general, I suggest getting the guidebook "The Caves and Karst of
Texas" which is available for $15to TSA and NSS members from the Texas
Speleological Survey. Other county-specific publications on Texas caves are
available for free download from the TSS website.

To go caving, you have several options:
1.) Participate in TSA, TCMA, and TSS projects which are advertised on the
various Facebook pages and the TexasCavers listserve.
2.) Get the elder members of your grotto to coordinate more trips for the
members
3.) Mingle with folks at the TSA Convention and TCR that are involved with
caving in areas and caves that you are interested in
4.) Directly ask specific cave landowner contacts for a trip.

You probably will have to get out of your comfort zone a bit to get things
moving, but your interest and motivation will win the hearts and minds of your
fellow cavers.

Carl,

Very interesting article :) Thanks! Sounds like a cool cave I and others in our
grotto would love to explore!

I might be wrong in this, but it seems like to me there might be a number of
these types of cool caves. Caves that were very popular in past years, but for
some reason or another, currently, a lot of newer cavers never here about them
anymore or don't seem to have access. I completely understand the issue of
landowner relations that you brought up in your article. It's just kind of sad
to me that more grotto members don't have access or knowledge of a lot of these
caves. I really hope that we can move to increase knowledge and access to these
awesome caves. I'd love to explore them, and I know a lot of other newer cavers
would as well. I mean we regularly here about and plan trips to Robber Baron,
Whirlpool, Logan's, Airman's, now O-9 Well, and Deep & Punkin' which are
awesome! However, the same small slate of caves kind of get stale after a
while. But then Midnight and others are right there in Carta Valley, and the
majority of us can't get into them. Only a small group with special access
visits them. That also happens with Perry Water Cave, and a number of other
caves in Texas. However, when we take our yearly grotto trip up to TAG, even
though we're total outsiders, we can get permits and visit tons of outstanding
caves! I just wish that here in our home state it didn't feel so restricted,
and like some sort of back-channel type of system for individuals or grottos to
visit all the terrific caves our state has to offer. Thanks.

Are you going to be at NSS this year? I'd like to check out your book.

This Monday's Bexar Grotto meeting will have one of the most epic presentations
ever. It's a hands-on knot tying workshop. I've personally spent days
photographing numerous knots and how to tie them step-by-step. It makes Knots
by Grog look like crap. Well, OK, Knots by Grog is really awesome, but my
presentation includes some unique tying methods, including a way to tie a
perfectly sized Alpine Butterfly in just 3 seconds! That's right! Perfect
length and only 3 seconds to tie! You will NOT find this method in Ashley Book
of Knots or On Rope or Animated Knots by Grog. And I have unique methods for
other knots in my presentation, too.

If you're new to caving and knots, you definitely don't want to miss this. Even
if you're experienced, you don't want to miss the unique ways to tie these
well-known caving knots. If you're somewhere far from San Antonio, like Houston
or Dallas, it's worth using some vacation time or calling in sick to work so
you can come see this epic presentation.

them. I will have many available, but I probably won't have enough for everyone.

Caver family -

Sadly, we learned today of the presence of White Nose Syndrome in Washington
State. WNS has devastated millions of bats across the eastern USA. While many
western cavers thought it was just a matter of time, we'd hoped we had more
time than this...

Please know - this changes nothing for the cave trips being offered at the NSS
75th Anniversary Convention this summer in Ely, Nevada.

>From the beginning, we have always planned for WNS decontamination to be
>mandatory before anyone will be allowed on trips. The convention team is
>working with the Bureau of Land Management to have a mobile decon station on
>site at the convention this summer. It will follow USFWS protocols.

Additionally, it's important to know that most bats in Nevada prefer to roost
in mines rather than caves. Our state has thousands of abandoned mines that are
used by bats throughout the year. The convention is not planning any
underground mine trips.

Finally, we ask that you not bring cave gear into the state from infected
areas. Most of the caves on our trip schedule are warm enough that you won't
need coveralls anyway. Please leave them at home and plan to decon everything
else before you sign up for cave trips during the convention. We will have the
decon station operable on the weekends around our convention for those of you
arriving early or staying late.

The NSS 2016 Convention firmly believes that cavers have never been a
transmission vector for this syndrome. Let's keep it that way!

We will post additional information as it becomes available.

State parks receive $90 million for critical repairs and improvements. More
than 80 projects scheduled.

View as a Webpage

The future of Texas State Parks looks bright — exceedingly bright!
Recent legislation passed by the 84th Texas Legislature provides a significant
increase in funding for Texas parks. For the 2016-2017 biennium, House Bill 158
dedicates 94 percent of state sales tax revenue from the sale of sporting goods
to Texas Parks and Wildlife Department.

See the Improvements Coming to Parks at
TexasStateParks.org/BrighterFuture

How the New Funding Will Improve State Parks
As a result of the increased funding, there are more than 80 state park repair
and improvement projects scheduled, using a combination of new appropriations
plus funding from previous legislative sessions. An overview of these projects
includes:

Major Projects
Galveston Island State Park beachside will be redeveloped after being destroyed
by Hurricane Ike in 2008. The transformational plan includes restrooms,
boardwalks to the beach, tent camping platforms, multi-use campsites with
electric and water service, group shelters, and day use picnic shelters.
Franklin Mountains State Park will receive a new visitors’ center.
Battleship Texas State Historic Site will benefit from the repair and
replacement of critical structural components of the ship.
Palo Pinto Mountains State Park - Engineering and construction design planning
will begin for this new 4,400 acre park which is 1 hour west of Ft. Worth.

Repairs to Historic Structures
Many structures at our state parks are historic and in need of careful repair
and restoration:

Historic motor court at Balmorhea State Park
Indian Lodge at Davis Mountains State Park
Lighthouse at Port Isabel Lighthouse State Historic Site
Historic CCC swimming pool and bathhouse at Abilene State Park
Historic structures and site at Monument Hill and Kreische House and Brewery
CCC Rock Tabernacle at Mother Neff State Park
Custodian’s Cottage at Goliad State Park & Historic Site

State Parks Damaged by Natural Disasters
Repairs and/or replacement will be made to facilities and trails damaged by
floods, hurricanes, and wildfires. Damaged parks slated for work in 2016-2017
include McKinney Falls State Park, Bastrop State Park, and Davis Mountains
State Park.

General Improvements and Repairs
Nineteen restrooms will be replaced throughout the state. (This will make many
park visitors very happy!)
Water, wastewater, and electrical service renovations and replacements will be
completed at 13 state parks. Although not usually visible to our park visitors,
functioning and energy-efficient utility systems are important to the everyday
workings of a state park as they provide reliable water and electricity to
visitors.
All of these much-needed repairs will enhance our park visitors’ experience in
one way or another. Find out if improvements are being made to your favorite
parks at www.TexasStateParks.org/BrighterFuture

Thanks to You!
Texas Parks and Wildlife wishes to thank park visitors like you for all of your
support. We also want to recognize the Texas Legislature for their vision in
providing a dedicated source of funding for state parks. And, a big thank you
to the many others who have supported us all along — including local volunteers
and communities, park “Friends Groups” and other non-profit groups, industry
professionals, corporate partners and grassroots supporters across the state.
We will invest these dollars to make a lasting impact on your state parks, now
and for future generations.

[Texascavers] Fwd: tpwd tv Devil's Sinkhole - UPDATE ON NEW WAVE CAVE

2015-07-16 Thread Julia Germany via Texascavers

I wrote to the TPWD's tv show producer and asked why they refer to Devil's
Sinkhole as New Wave Cave.

His reply is below.

Why do you have New Wave Cave as the title of two programs about Devil's
Sinkhole? I heard it referred to as New Wave Cave. If the name has been
officially changed, please let me know. Thank you!

Devil’s Sinkhole is still Devil’s Sinkhole. “New Wave Cave” was the title of
the video segment. Refers to the use of modern technology to map the cave.

Re: [Texascavers] New Wave Cave

2015-07-12 Thread Julia Germany via Texascavers
That's what I said!

I read this in an e-newsletter:

 TV: Texas Parks Wildlife

Broadcast on KUHT Channel 8 at 3:00 PM each Saturday and on municipal access
cable channels in Baytown, Deer Park, Houston, Nassau Bay, Pasadena, Seabrook,
Sugar Land, and on HCC TV. More info on the TPWD website (* indicates a segment
about the Houston area). For a preview, visit TPWD's YouTube Page.

A Tale of Two Laurens - Bay City Goose Hunt *
Parks Wildlife People: Michael Rezsutek
New Wave Cave
Estero Llano Grande State Park

I see New Wave Cave. Never heard of it, so I Googled it.

I first came upon this:

TEXAS PARKS AND WILDLIFE
The Hunting Laurens, New Wave Cave the Marsh Doctor.

Aired: 01/04/2015
26:30
Rating: NR

We head to Bay City, Texas for a weekend goose hunt with the
ladies. Watch how one Texas Parks and Wildlife employee brings oil companies,
conservation organizations, and government agencies together to work towards
creating a sustainable future for the coastal marshes along the upper Texas
Gulf coast. The Devil’s Sinkhole near Rocksprings is a cavernous wonder.

So I go back to the Google results for Devil's Sinkhole and New Wave Cave and
find this:

https://www.youtube.com/watch?v=bi8yp5L47t0

Every search leads me back to the above show by TPWD. NEVER in the dialogue do
they refer to it as New Wave Cave, but it's part of every title. The episode
is about the LiDAR project back 2012.

So - what's with tying the name New Wave Cave to DS?

ATTENTION ALL BAT BIOLOGISTS….

This just in from the USFWS…

Based on the ongoing investigations at the USFS' Northern Research Station into
decontamination products and strategies, it has come to the attention of the
Disease Management Working Group: National Decontamination Protocol subgroup
that a current recommendation needs to be modified to increase its
effectiveness at killing Pd. The temperature of water used for the hot water
treatment should be increased from 50C to 60C. Submersible gear should now be
treated in hot water for a minimum of 60C for 20 minutes. Laboratory analyses
indicate this small increase in sustained temperature increases the efficacy of
the hot water treatment. Please follow all other guidance in the existing
decontamination protocol, and remember to consider all necessary personal
protective equipment and limitations of equipment in order to reduce the risk
of personal or equipment-related injury when heating and maintaining water at
this temperature.

A revision of the protocol is currently being reviewed by the writing team of
the National Decontamination Protocol subgroup. We hope to release the latest
version this summer.

02 March - Texas Independence Day

21 April - San Jacinto Day

Here's the abbreviated version about 21 April:

April 21, 1836 - On this day in 1836, Texas forces won the battle of San
Jacinto, the concluding military event of the Texas Revolution. Facing General
Santa Anna's Mexican army of some 1,200 men encamped in what is now
southeastern Harris County, General Sam Houston disposed his forces in battle
order about 3:30 p.m., during siesta time. The Texans' movements were screened
by trees and the rising ground, and evidently Santa Anna had no lookouts
posted. The Texan line sprang forward on the run with the cries Remember the
Alamo! and Remember Goliad! The battle lasted but eighteen minutes.
According to Houston's official report, the casualties were 630 Mexicans killed
and 730 taken prisoner. Against this, only nine of the 910 Texans were killed
or mortally wounded and thirty were wounded less seriously.

As a result of the Battle of San Jacinto, almost a third of what is now the
United States of America changed ownership. It is one of the most decisive and
consequential battles in the history of the United States and indeed the
Western world.

[Texascavers] USFW Grant for Management of WNS

2015-03-28 Thread Julia Germany via Texascavers

Agency Name:

Fish and Wildlife Service

Description:

The U.S. Fish and Wildlife Service (Service) is pleased to announce the
availability of financial assistance to state wildlife agencies for issues
related directly to the management of white nose syndrome (WNS).

This opportunity is only open to state agencies and no more than one proposal
will be accepted from each state.

Priority will be given to states that have confirmed WNS or the causative
fungus, Pseudogymnoascus destructans (Pd), and adjacent states. However all
states are encouraged to apply.

As of April 1, 2015, states confirmed to have WNS include: Alabama, Arkansas,
Connecticut, Delaware, Georgia, Illinois, Indiana, Kentucky, Maine, Maryland,
Massachusetts, Michigan, Missouri, New Hampshire, New Jersey, New York, North
Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Vermont, Virginia,
West Virginia, and Wisconsin. Pd has also been detected on bats in Iowa,
Minnesota and Mississippi.

The following adjacent states are now considered most vulnerable to the future
spread of Pd and WNS: North Dakota, South Dakota, Kansas, Nebraska, Oklahoma,
Texas, Louisiana, Florida, Rhode Island, and District of Columbia.

The Service has targeted up to $1 million for this funding opportunity in 2015
to help build state capacity that will assist with the management and control
of WNS.

Available funds are from internally directed funds for Fiscal Year 2015. These
grant awards are made under CFDA Number 15.657, Endangered Species
Conservation, Recovery Implementation Funds.

 From Caving News:

Explorers Club to Award Caver Bill Steele the Citation of Merit

March 20, 2015 / New York, United States, North America

Legendary caver Bill Steele is to be honored at the upcoming 111th Explorers
Club Annual Dinner this Saturday, March 21st in New York City.

The event, the world’s largest gathering of pioneers of exploration in space,
in the oceans and on land, will be held at the American Museum of Natural
History.

Appointed a fellow member of the exclusive club in 1979, Steele will now be
presented with a Citation of Merit for his efforts exploring many of the
longest and deepest caves in the USA, Mexico, and China.

Bill is currently co-leading an official National Speleoelogical Society
project, dubbed Proyecto Espeleologico Sistema Huautla (PESH), to explore and
study Mexico’s Sistema Huautla, which in 2013 became the deepest cave in the
Western Hemisphere. The 2015 expedition begins next week and is expected to run
for nearly six weeks.

Besides Steele, prominent astrophysicist and cosmologist Neil deGrasse Tyson

, British explorer David Hempleman-Adams, prominent mountaineer Mandip Singh
Soin

will also be presented awards during the evening which will feature specialty
hors d’oeuvres prepared by famed “Bug Chef” David George Gordon, who will
highlight sustainable eating practices.

For those that can’t be there, the entire event will be broadcast live on the
Explorer’s Club website beginning at 6:00pm eastern time.

New Program Comes to NOVA: Sinkholes—Buried Alive

Guatemala City in 2007. Photo by Eric Heather Haddox/flickr

Sinkholes, the underground menace that can swallow you and your loved ones
without warning, will be featured in a documentary that premieres on NOVA on
Wednesday, January 28th.

According to the NOVA’s website, the program will highlight incidents such as
the 2013 sinkhole in Florida that swallowed Jeffrey Bush as he slept, and the
massive sinkhole in Assumption Parish, Louisiana that has already swallowed 31
acres and is still growing.

These worldwide geological hazards, which have swallowed highways, apartment
buildings, horses, camels, even golfers, lurk wherever limestone and other
water-soluble rocks underpin the soil.

Containing terrifying eyewitness video of dramatic collapses, and following
scientists as they explore the underlying forces behind these natural
disasters, NOVA travels the globe to investigate what it’s like to have your
world vanish beneath your feet.
Be afraid.

Re: [Texascavers] TCMA news

2015-01-09 Thread Julia Germany via Texascavers
Hi Ron!

Questions base on:

We have already applied for and received a Landowner Incentive Program grant
but we need more to offset the greatly-discounted $13,000 price tag for the
construction project.

How much did TCMA receive from the TPWD Landowner Incentive Program?

How much hard cash is still needed?

What is the value of the equipment and services that are being donated?

Knowing this information makes it easier to reach out to potential sponsors
when you can tell them these things.

I am thinking, as an example, to reach out to a company that could provide the
steel. Your awesome idea of having names/initials engraved into the steel
could also be offered to the corporate donors. Their names could be on the
steel, and on the kiosk.

Can't wait to see the Texas Blind Salamander doing the happy dance!

Cavers,

Ezells Cave Preserve in San Marcos, owned by the Texas Cave Management
Association, is in need of a new gate. Many years ago the cave was permanently
sealed and the small population of Myotis velifer bats was denied access, which
cut off the nutrient supply for many rare and endangered denizens living in the
lake below. Later, the gate was removed and sporadic use by bats was noted by
visitors. Later still, a new gate and concrete platform were installed which
did nothing to enhance bat populations to return, although a few tricolored
bats (Perimyotis subflavus) have been noted in recent years. A new gate is
envisioned that would reopen the window into the aquifer and help restore the
ecology of the cave.

So how can you help?

We have already applied for and received a Landowner Incentive Program grant
but we need more to offset the greatly-discounted $13,000 price tag for the
construction project. A lot of the design work and equipment is being donated
by Jim Kennedy through his business, but we will need additional funds for
steel and welding supplies. We also need to pay a welder. Please go to the
Donate section on our website to pledge today. For those who wish to donate
additional funds, we are giving you an opportunity to have your name welded on
steel. For every $100 donation, we offer to put your full name on a length of
steel which will be incorporated into the gate. Lesser donations may entitle
you to steel initials.

And we will need many volunteers to need carry steel from the street to the
cave, lift bars into place, remove the old concrete platform, and clean up the
site after the work is complete. We will keep you posted on our construction
schedule via e-mail and Facebook.

If you wish to donate your time and labor, call Ron Ralph (512-280-0648) or Jim
Kennedy (512- 663-2287) and you will be added to the volunteer labor sign-up
sheet. The Texas Blind Salamander (Eurycea rathbuni) will thank you.

For Immediate Release

EARTH: Valley Fever an Occupational Hazard for Geoscientists

Alexandria, Va. - Valley Fever - a sometimes-fatal infection with no known cure
and no vaccine - is caused by a soilborne fungus that thrives in the hot, dry
soils of the southwestern U.S., Mexico and Central and South America. However,
recent reports of infections far outside the endemic area indicate the fungus is
either spreading or becoming active in new areas. The disease is contracted
through inhalation of fungal spores, which can be aerosolized by soil
disturbances from construction, excavation, gardening and landscaping, as well
as natural events like dust storms, earthquakes, landslides and wildfires.
Geoscientists working in the field need to take precautions against contracting
the disease.

Scientists say that little is currently known about the fungus' preferred
geology and how a changing climate might be affecting its spread. Read more
about where the disease has been found, current research on the disease and how
to protect yourself in the field in the September issue of EARTH Magazine:

Re: [Texascavers] Cavers helping cavers

2014-08-30 Thread Julia Germany via Texascavers
Hi David!

You might want to consider donating your cave gear now to your local grotto. If
it's in good shape, they can use it as loaner gear for newbies who have none.

The commemorative items like Mammoth and CaCa would make excellent donations to
the TCMA for their auction at TCR. The money raised is used for cave
conservation.

came directly from the victim of your post.

The last thing we need is to annoy our gracious listserv administrator with

Hi Louise!

Having worked for local and state government in two countries (Texas and East
Germany), and for multiple agencies, your feed back has been spot on as to how
to handle delicate and productive communications to these agencies. In my
opinion, you have never once suggested not exercising ones freedom of speech,
only provided excellent feedback on how to make exercising this right
productive. I have found these listservs to be hot buttons for those who have
knee jerk reactions, if not just being jerks in general. The original thread
about the FOIA should have been applauded and read thoroughly to realize that
the response to all of the valid FOIA requests will take a significant amount
of time. It's very unfortunate that others do not understand the process, and
did not find your professional insights valid. Contacting you personally with
harsh criticism is not warranted, justified or going to make a difference. I
appreciate you putting a stop to this thread and being willing to continue to
contribute your knowledge to the group on future topics.
Wishing you a peaceful rest of your holiday weekend. I look forward to your

 Jeff and Louise,
In reading your open discussion of your previous e mail below, I offer this,
 also keeping it open:

This is amendment I of the US Constitution, part of the Bill of Rights:

Amendment I of the US Constitution:
Congress shall make no law respecting an establishment of religion, or
prohibiting the free exercise thereof; or abridging the freedom of speech, or
of the press; or the right of the people peaceably to assemble, and to
petition the Government for a redress of grievances.

The last three sentences are what it seems to be all about and beginning to
happen here: freedom of speech or of the press, the right to send e mails as
often as we like; the right to peaceably assemble-as at the regional or any
other way we like; last and most important of all, the right to petition the
Government for a redress of grievances. i.e. an FOIA regarding the policies
 of cave closure and WNS.

As for anyone stating that you don't have a clue, I again refer to the
Constitution of the United States, especially the part about to petition the
Government for a redress of grievances. It states nothing about the
workload or anything else for whom the petition is directed.

As in my previous e mail dated 05/24, which I now include in this discussion:

To set the record straight: Bullying, or being bullied, according to
www.meriam-webster.com, is to treat abusively, to affect by means of
coercion, to use browbeating language or behavior.

Filing a FOIA request, or having one or 10,000 individuals send respectful e
mails to one or more BLM and or state officials is not bullying. To
paraphrase Lynda Sanchez in a recent post, it is a beautiful part of this
country- TO BE HEARD, whether in a town hall meeting, or as an individual
participating in threads on the SWR list-or sending a respectful e mail
request to a BLM or for that matter any government official-it is YOUR RIGHT.
EXERCISING THAT RIGHT ALLOWS YOU TO KEEP THAT RIGHT.

When policies, procedures, or laws are clearly unjust, there are ways in
which to ask that they be rectified. When we as a people, or in this case as
a community of cavers, allow ourselves to be administered to by BLM or ANY
government administrator in ways we perceive to be unjust, and DO NOT stand
up (respectfully) to be heard, we lose part of ourselves. We become less of a
democracy. We become less of ourselves.

 FYI regarding respect:
It is Mr. Jesse Juan, STATE DIRECTOR of the BLM.
He has earned that title, and should be addressed as such, as should any
 government official e mailed to.

 Filing of the FOIA

EXCELLENT trip report, Jim!

I remember going to the Marneldo Ranch a really long time ago. Was there still
water in the swimming hole?

Wasn't Sandtleben where we all took refuge from a passing storm and wrote
Haikus?

Let me know the next time you are heading out there.

So sorry to hear that they parceled the land, but not surprised. AWESOME that
you met the various owners and got relationships started for more caving in the
area!

Subject: [Texascavers] Bullies, and a (wait for it!) Trip Report

I, for one, prefer the discourse of real cavers. But removing people from the
list goes against everything we stand for, unless there is a serious beach of
protocol that even cavers will not tolerate. To get us back to reality
(caving),
I offer the following trip report.

This past weekend I took eight other cavers back to the historic Marneldo Ranch
in Uvalde County. We started caving out there in 1997 and were pretty active
for
about 6 years before quitting for some reason. In the meantime, the ranch has
been broken up and now the family only has about 850 acres left.

Last year one of the new landowners contacted me about checking out his caves.
I
didn't know of any on that parcel, so I agreed. A small reconnaissance party of
me, Lee Jay Graves, Will Quast, and Kris Peña enjoyed wonderful hospitality and
were shown two new caves and found two more. And earlier this year Jean Krejca
and I had the opportunity to revisit this guy, and also reconnected with the
owners of the remaining Marneldo, who treated me like a long-lost cousin. They
asked me to give a presentation on caves to their valley-wide wildlife
association meeting, and I readily agreed.

The meeting was held this past Saturday, at one of the ramcher's homes (a new
contact for me). I spoke for about an hour to a very interested and engaged
audience. I think I met four more new landowners there, and even had a great
conversation with the local feed store owner, who was pretty knowledgeable
about
local caves and rock shelters. After the meeting, one of the new (to me) owners
took us out on his place and showed us some very promising karst features.

Meanwhile, I had three teams out surveying. Galen Falgout, Ellie Watson, and
Lee
Jay Graves surveyed Montana Cave on Jim Livergood's place, one of the new caves
from last year. Galen sketched and did a fine job. Will Quast, Kris Peña, and
Guin McDade surveyed Salamander Cave on the adjacent property, now owned by Bob
Hixon. This is another new (to us) cave that we were shown last year, but I
suspect it may be Reddell's long-lost (from the early 60s) Grape Hollow Cave.
Lastly, Ben Hutchins led Yazmin Avila and Bryce Smith on a complete resurvey of
Falling Animal Cave, which was never finished by previous surveyors. The new
sketch is vastly more detailed, and a worthy record of this significant cave.

In the afternoon a bunch of us worked on the new karst features before having
to
quit for dinner. We made a quick jaunt back to Hixon's to look at the dinosaur
tracks, and then joined the Livergoods for a wonderful venison roast,
supplemented by a crock pot pork roast with vegetables from Ellie and Galen.
Afterwards we drove back to Marneldo for drinks with owners Todd and Beth Figg.
Another neighboring rancher, John McNair and his wife, were having dinner with
the Figgs, so we had lots more great conversations about caves.

Sunday morning we treated the Livergoods to a huge bacon and egg breakfast.
Afterwards, I took everyone to Sandtleben Cave on the Figg's place. It's about
1500 feet of pleasant walking passage, with fascinating geology and biology.
But
before that cave, we had one more treat. A feral donkey had died a couple of
days previously, and Guin wanted the skull. Livergood accompanied us while Guin
decapitated the ex-burro. The head was quadruple-bagged, dice were rolled for
who was transporting the package back to Austin, tools were cleaned, and all
had
a great fun cave trip, even seeing a ringtail.

We packed up, thoroughly cleaned the bunkhouse, and got together one last time
for a late barbecue lunch in Hondo. All-in-all, a superb weekend with great
cavers and great landowners.

When I took over the list in 2008 or so, we had just barely over 300 members.

It always seems that when someone sees a post that they don't agree with or
don't like, they want to complain about the number of posts or that it's not
appropriate. As most people state, you have a delete key, or use a filter/rule
on your email client to sort the email.

These last few days of posts have been directly related to caving. I don't
know what else people are looking for in a mailing list that covers such a
large geographic area.

Pete, if you know someone specifically that quit and was complaining about the

When I lived up that way, you could get a specific rider on your policy for
sinkholes and geotechnical foundation issues.

When I was in graduate school, I lived in a trailer about a mile from the
museum and maybe a mile from the corvette plant. There were large sinkholes
right in the trailer park.

It would be interesting to see if their policy covers the building and/or the

Thanks! I read this yesterday, and was surprised to learn that property
(offices, homes), including vehicles, are NOT covered by insurance if damaged
by a sinkhole. There is an exclusion specifically for sinkholes. Granted, I
live on the Gulf Coast, and the only sinkholes are on streets from underground

Re: [Texascavers] 6th International Workshop on Ice Caves: Call for Papers

2013-12-11 Thread Julia Germany

 COOL!!

I checked out the Web site and am very impressed by the layout and style and
ease of use. Upon reading the fine print, I learned the Web site was created
and maintained by The Texas Caver editor, Jill Orr.

EXCELLENT JOB, JILL!

As George mentioned, this is the first time this workshop will be held in the
US, and for good reason. I am sure it will be a long time before it comes back
to the US.

Take advantage. There are opportunities for ice caving, and Idaho is beautiful
in August, when Texas is blazing hot!

Thanks for the heads up George, and great job getting NCKRI as the US sponsor.
No wonder you never sleep. You are too busy partnering with other orgs to
bring us excellent cave information.

Dear Friends,

The 6th International Workshop on Ice Caves (IWIC-VI) is coming to Idaho Falls,
Idaho, USA, on 17-22 August 2014 and I’m pleased to announce our Call for
Papers! This will be the first IWIC outside of Europe and an excellent
opportunity for North American ice scientists to attend. We welcome papers on
any topic involving cave ice. Major themes include:
·Cave glaciology and ice dynamics
·Cave meteorology and climatology
·Cryo-mineralogy and cryo-crystallography
·Paleoclimatology and global change
·Chemistry and geochemistry of ice caves
·Ice cave management and technology
·Glacier caves

Please note that there is no separate abstract submission procedure. We
encourage submission of full manuscripts but will accept extended abstracts for
publication in the conference proceedings volume. The deadline for submission
of all manuscripts and extended abstracts is 14 April, 2014.

For more information on the conference, visithttp://www.iwic-vi.org/index.html.
Also, look for the announcement on the opening of registration for IWIC-VI,
which will to start soon.

IWIC is a series of conferences devoted entirely to ice cave studies, where
international experts discuss ongoing research efforts and promote global
cooperation in ice cave science and management. IWIC is a conference of the
Glacier, Firn, and Ice Caves Commission of the International Union of
Speleology, and IWIC-VI is being hosted by the National Cave and Karst Research
Institute of the USA.

On behalf of the IWIC-VI Organizing Committee, we look forward to receiving
your papers and meeting you in Idaho Falls in August 2014.

Just before TCR, on this listserv (or maybe it was the TCR FB page), I
commented that with no water, we could easily cross the river bed and do
exactly what Kurt is doing and I was told that we were not allowed on the
property on the other side.

Kurt - who owns that property and did you get their permission? I really want
to come play with y'all. Feel free to answer those questions privately. I am
available those dates

Also, I am off 13 Dec-02 Jan, so anyone out there reading this, let me know of
any upcoming trips.

I’d like to have enough cavers for 4 or 5 teams to divide up and take on

 Hi Donald!

MANY THANKS for providing the original document. From beginning to end, I
couldn't help but wonder if Hunter S Thompson was part of the road trip during
which this paper was written, or were you just channeling him at the time.

And everyone knows that cave sex is the best sex, especially in virgin

Greatly enjoyed it. Thank you again for resurrecting this fantastically
written paper.

Does anyone still have a copy of Donald Davis's cave dilation theory? If so, it
would be worth publishing again given the increased number of sinkholes. The
world is beginning to collapse on itself because there aren't enough people who
believe that it is hollow anymore. It used to be that people thought the world
was hollow. Cavers promoted this theory, but with the closure of so many caves
due to ignorance, the world doesn't know just how many hollow places there
are/were, and so they are de-dilating.
