100 hours is not nearly enough time for the OCXO to stabilize... you need more like 1000+ hours. Here is results of measurements when I put an 8663 into an HP-53132A counter: UTC 8663 mounted on Sweeny DOCXO card in a HP 53132A counter. The 8663 had not been powered up for over 10 years.

Unless you have a really crappy antenna setup, I doubt it is a signal level problem. These receivers do like to do the "holdover" thing. No telling if those are real holdovers, though... no documentation. It could be that the device is going into some house-keeping mode... who knows? Also

The Navsync CW25 crapped its pants when rollover occurred. It (and a lot of other Navsync devices) have a known firmware bug where they stop tracking sats if the week number is 0. Sure enough, at zero hour, all the sats disappeared. Conner Winfield has firmware updates for the problem
