Based on this, I will have removed Today scope from this bug and made
other top-level bug modifications.

Kyle, I think I can to localize source of problem: It's "Desktop App
Scope"!!
So, what I did.
1. Today I tested many scopes: run them directly or set them as favorite
-- everything is OK, even after rebooting. Even "Today Scope"!
2. But if I run "Desktop App Scope" then unity8-dash begins hangin

I meant to write "Apps" not "Desktop Apps" :( That is: you get to Manage
page from Apps (not from Desktop Apps). Sorry about that typo.
Anyway, it does *seem* that the problem is not caused by Today scope.
Let's continue and check if favoriting other scopes causes the same
unity
I repeated your instructions and see again "Applications Scope" and no problem.
After rebooting -- no problem. Hence, this scope doesn't cause problem?

It seems ok...
I could't do your commands via ssh (why?), but done via Terminal and now
I see only one favorite scope "Applications??" ("Приложения" in
Russian). This scope works properly!!
And top list is ok,too:
top - 02:34:30 up 21 min, 2 users, load average: 10,65, 11,96, 9,79

After this I tried to set Desktop Apps as Favorite and AGAIN:

Ah, now I understand: Today scope is the first scope displayed and you
are stuck there.
you can reset scope favorites like this:
phablet@ubuntu-phablet:~$ gsettings set com.canonical.Unity.Dash
favorite-scopes "['scope://clickscope']"
phablet@ubuntu-phablet:~$ restart unity8-dash
then today scop
Maybe I can manage favorite scopes from some text configuration files?

Kyle, I said earlier I absolutely could not swipe to Desktop Apps (btw
just before OTA-13 this scope became empty) or swipe to any FAVORITE
scope. So, can't establish now new favorite scopes. And any widget on
Today Scope is not clickable.
But I can move Today Scope left and see list of windows of
Vladimir: regarding your comment #36. If the blue progress bar is going
back and forth at the bottom of the today scope, it means it has not
completed. if this continues for about 40 seconds, it should then stop
automatically (all scopes do - they time out). If this happens, please
grab scope-regis

I'd like to see if we can rule out the Today scope as the cause of
unity8-dash high CPU utilization.
So:
Swipe up from the bottom of the Desktop Apps scope to see the scopes
Manage page.
Ensure your day scope is NOT a favorite.
HOW: favorited scopes are listed in a special section
It looks like that "Today Scope" is waiting for some internet service,
because of:
1. small blue line is blinking on bottom of "Today Scope"
2. sometimes no internet data on scope
But, when wifi is off I see the same problem

Michal, I've done commands, you wrote. And after them uninit8-dahs eats
98.8% CPU again, and Today Scope doesn't work properly, too. Dir
/var/crash is empty (no .crash file in there).

$ stop unity8-dash
$ sudo rm -f /var/crash/*
$ rm -Rf ~/.cache/QML
$ start unity8-dash
See if there's a .crash file in /var/crash after a few minutes. The high
CPU load of unity8-dash suggests it either crashes or fell in a loop of
some kind.

The exception in comment #23 is from Mir. However I don't know if it's
really a bug or just excessive logging that coincides with an external
failure like a client dying.
