16.04 was fine.
Additionally, setting a new wallpaper is a bit slow. The new wallpaper
appears after a delay of 2 seconds without any special effect (no fading
in/out).

I have exactly the same problem. Just upgraded to 16.10 and running
latest .28 fixes. Like the OP, it worked perfect prior to upgrading to
16.10.

Its interesting because at the momemnt i'm leaning towards making cloud-init
not log through rsyslog unless instructed to.

Maybe the problem is that cloud-init restarts ssh after generating host
keys. Therefore, we are able to log just after that while cloud-init is
still running.

I've modified the building scripts for compiling libnss-winbind and
libpam-winbind statically against the samba-libs as was suggested by
@infinity.
This fix seems to resolve the issue reported on this bug, and the reproducer is
not
longer experienced.
With the patch applied:
Just shutdown the network and look for a duplicate ip address (nmap, ping or
whatever).
If you can't debug your network, I'm afraid I can't help too much.
127.0.0.53 is a localhost address, so you can't probably see it from inside the
virtualbox machine in case you are exposing such service from
