Your network can't be deleted due to "Can't delete the network, not all user
vms are expunged. Vm
VM[User|i-2-11-VM] is in Stopped state" - which is fine.
You should be able to just start the user VM - but if you have actually delete
the VR itself, then just do Network restart with "cleanup"

hotpluging disks, and also during booting instance with already attached
disks - BUT inside VM, there are vda, vdb, vdc, vdd disks (no vde, as can
be seen in VM XML)
I though it might had something to do with ISO files,

Can you restart VRs, or complete VPC (if VPC) or Restart Network (if
isolated network, etc)
there is also script for restarting VRs and CPVM and SSVM (i.e. after ACS
upgrade) if you have many of them.
cloudstack-sysvmadm -d -u cloud -p -s
