Try to upgrade the host back to F19 and use the workaround suggested by Toni
(create the ifcfg file for your NIC).
Or am I missing something in your setup?

L3 connectivity is required between the engine and the host. The interface
where the 'ovirtmgmt' network is set is the one that should be able to have
