the dependency on openvswitch comes from
k in the cluster tab of
the "New Logical Network" window. For existing go to
Compute -> Clusters -> $YOUR_CLUSTER -> Logical Networks -> Manage Networks
and uncheck required for the affected network.
This can be always changed back.

seems that everything was fine from the engine and vdsm side. I am not sure

Which version of ovirt-engine and vdsm is it?
Are you able to reach the host manually e.g via ssh with specified FQDN/IP?
