Well, I'm not sure. The group I added them to is
named "jira-administrators" - I was already in it. But, it is on a page
titled "Manage Project Role Membership for Project: VCL". Here's the steps I
took:

First, I hope you added them to the admin role for VCL and not the
jira-administrators group. This is merely a technicality.
But to add some color to this thread, VCL PPMC members are entitled to
admin privileges to most project infrastructure which at the moment is
Jira and Confluence.
