Timothy, Did you by any chance pause the downloads when it initially started? That may be the cause of it. If you click on the app in the Update screen while it's trying to update, it will pause the process. Another reason may be that the updates are big and require you to be near WiFi.

Moving an app into the dock is the same as moving an app anywhere. Double tap and hold until you hear moving and the app's name. Now slide your finger down until you hear a tone. Continue to hold your finger there until you hear app in dock position and then whatever position it is in.

May I suggest that when you search for something in the app store, and then post an email about it, include the link. This is easy to do, when you are in the app store, go to the upper right and hit the share button. And then copy link. Like this:
