iPhone 5, I believe. It may be a camera issue. I don't remember which camera
the Mini Retina has.

Yes, you can set this by doing the following. This bug is present on iphone 5s
as well. May I also suggest you call Apple Accessibility and report the
problem. The more people that tell them the more likely they will fix this
problem.
In the meantime, here's what you do to fix
