Mike: I solved the problem. I remembered that I had screen recognition turned off in voice over recognition in the voice over settings. Once I turned it on again, it appeared in the voice over quick settings. Check voice over recognition and see if screen recognition is turned off or on.

If you go to settings > Accessibility > VoiceOver > and go all the way down to the end, you will see quick settings.  You will find Screen Recognition in there.  Only a few things are selected at the outset.  Think of this as the rotor, but you are adding choices to Quick Settings instead.Sent
