According to Apple Accessibility or, at least the person I talked to, if I were
to update to iOS16 that would solve the problem but, apparently not. Maybe
this only happens with certain model phones?

I solved the problem. I remembered that I had screen recognition turned off in
voice over recognition in the voice over settings. Once I turned it on again,
it appeared in the voice over quick settings.
Check voice over recognition and see if screen recognition is turned off or
on.
Then, how do you use Quick Settings?
