Have you rebooted your phone. I still experience the opposite at times, I have
it set to lock after 1 minute and found that in previous versions of iOS, e.g.
14, 13, it would sometimes not lock and I am pretty sure it is still doing that
in iOS

basically forgotten what I'm supposed to need them for. I think Sieghard is
right, Apple should provide more flexibility and allow people to choose whether

iOS 11, either take the “screen locked” message away completely and replace
in order to not hear the beep, you would need to turn sounds off in settings. I
heard the screen locked notification verbally when sounds were turned off. I

Hi. This is happening on my iPad running IOS 7 as well. I put the screen
lock to never, turned it off, and put it on the table. About 5 minutes, it
said screen locked. I'm going to get a sighted person to watch it so they
can let me know what's going on.

It only happens when playing audio content when you change the volume. For
some reason, Voiceover thinks the screen is unlocked when you do this so, after
a minute or so, it will say screen locked.
