Reggie, you need to have your fingers slightly parted, but, then, maybe you are

Well, this is only my experience. I have tried every part of the screen, every 
kind of Z and even an up and down motion for as long as I have been using 
iPhone which is since 2013. I only ever got it to work about 4 times in that 
span of time. Maybe my shaky hands? I don't know, but thank you Apple for 
giving me the ability to assign another gesture to it. With mail it has been a 
fantastic thing. When I finish a conversation I just scrub with 3 fingers 
tapping 3 times and I go back to the inbox and can swipe up to delete. Of 
course then there is using it to dismiss notifications, hoping very soon it 
goes back to dismissing itself like before 13. Just so glad we have options!

The scrub gesture is done in the left corner of the screen. It is a three line 
movement back and forth. I have done it successfully only about 4 times. That 
is why I changed the scrub to another gesture which we can do in 13.3. I now 
tap with 3 fingers 3 times and the scrub is done and the notification is gone. 
Works beautifully with the new gesture, but I sure couldn't do it with the 
gesture Apple gave it.

Wayne, just do the scrub gesture and the notification will disappear. I 
made a new gesture as the scrub I never had success with. I just tap 3 times 
with 3 fingers and it's gone. Still if not at my phone it will just keep on 
repeating so I just put in another request they fix because of that. The person 
definitely understood how annoying it was and the engineers are looking at it.

Yes, it's a bit annoying but dismissing a notification banner isn't so hard, 
just touch near the top left of the screen and then flick down and double tap.

fingertips close together, anywhere on the screen, and make a quick "right left 
right" movement, with both fingers moving together. It's just as if I were 
trying to scrub something clean. As Sieghard said, it doesn't have to be right 
left right, it can be down up down, left right left, etc. No need to make a 
zigzag, I usually move my fingers over the same area with each of the three 
parts of the quick movement. it's just a straight line: right left right, in my 
case. The main thing to remember is that it's a short, quick, compact gesture.
Hope I haven't confused things even more and that this message helps someone.

I finally figured out pressing the home button seems to stop it, but still, 
huge drag that you have to mess with it at all.

Do a sort of zigzag gesture like the letter Z
It is done with 2 fingers on the screen, I usually start near the top left, I 
move both fingers to the right, then back over to the left and down and back 
over to the right.
Instead of left to right, back to the left and right  again you can also do it 
up and down:
Start near the bottom left, move two fingers up the screen, then back down a 
bit diagonally and back up
Or start near the top, move them down, back up diagonally and back down.
Just go into the gesture practice area and practice it until you get it right, 
it’s not so hard.
Or of course now in iOS 13 you could assign a different gesture to it.

The scrub gesture is done in the left corner of the screen. It is a three line 
movement back and forth. I have done it successfully only about 4 times. That 
is why I changed the scrub to another gesture which we can do in 13.3. I now 
tap with 3 fingers 3 times and the scrub is done and the notification is gone. 
Works beautifully with the new gesture, but I sure couldn't do it with the 
gesture Apple gave it.

And what if you are not near your phone for a few minutes?  I usually am, but 
sometimes I might be typing an e-mail on my computer and I have to stop to go 
dismiss a notification because it's annoying me.  That's when it gets 
irritating.  Fortunately, I always turn on do not disturb at night, or it would 
probably wake me up doing that kind of thing.

I called accessibility on this. They said doing the scrub gesture would take 
the notification away.  It does. I have made a new gesture for the scrub that 
is easier for me. It really does work.
