You can copy them from your computer directly onto the new phone without using
the sync service of iTunes. In fact, tones do not sync throu
if you set up your new phone from your old one, they should all just transfer
across, like everything else.

I think that option is only for ringtones you purchased not those you made
yourself, downloaded or received from other people.
