I agree. I don't think WMF has an appreciation of the scope of this problem and how it detracts from the prigrammatic activities that they aim to support in addition to its effects on volunteer morale and motivation (which is a WMF global metric). I am hoping that some hard numbers might get them

After each FDC round the WMF conducted a survey among the participating organizations in which we were asked to give estimates on these questions (as far as I can recall). I'm not sure whether and where the results have been published but there might be some (rough) data available on this.
