I'm trying hard to understand how the Board and Transition team failed to
realize the WMF expects standards of transparency, ethics, and governance
from affiliates that the WMF itself is not able to meet, and worse, than
hiring María as a consultant with this level of transparency wouldn't be
considered unethical. I certainly understand the need, and value
tremendously María's advice, but t's not the first time incidents like this
happen, and the reply we always receive is "going forward, we'll do this
better" or something along those lines.

Many volunteers around the globe have worked very hard for years to meet
the standards the WMF expects from us. This feels like a slap on the face.
Or, another.

The de-recognition notice was sent on February 26 to WMPH. If you read the 
original email sent, it clearly says that on September 9, 2016, Wikimedia 
Philippines was notified of their suspension as a Wikimedia affiliate, and 
given a deadline to correct a list of issues, which was not met. The chapter's 
recognition was not renewed after March 1, 2017. We're just 5 days before May. 
Please read well the original email.

Honestly, do you really think the chapter was de-recognised all of a sudden, 
without a chance to correct the issues raised? Do you really think there was no 
communication between September 2016 and March 1, 2017?

be possible for the WMF to have considered and refuted what was raised,

   ​I am concerned about how you can speak so categorically after just 5 hours 
for the WMF when they arent even awake​, especially given it normally takes a 
few days for any official statement from the WMF. 

I have no problem with affiliates being deregistered but the process should be 
transparent and it should also be fair, no discussion or response to what Josh 
raised publically is neither fair nor transparent 

Josh response was that WMPH was accountable you could have least given him the 
chance to clarify the availability of the reporting requirements by providing 
them

It was indeed a hard decision, but like you say, disclosing details may 
avoid rumours and drama, which probably cause more damage to the 
movement. We'll raise your observation with the WMF and see if that can 
implemented. Anyway, I also hope no more affiliates have to be 
de-recognized, because with each one of them gone, is a punch in the 
face of the movement.

Hi Nathan,

I would say the reasons can change, but one of the most important are being 
inactive for a very long period of time, and repeated failure to provide a 
response and a plan to restart activities, despite offering advise and 
assistance. Another could be a serious violation of the chapters agreement, 
after repeated requests to normalize the situation. I do not want to mention a 
specific example for privacy reasons, but you can't expect to keep the 
recognition forever if your group doesn't organize any activities, and when 
inquired about the lack of these, fail to provide a response or accept help to 
restart the group. And again, the process is not automatic, the WMF has been 
monitoring the different affiliates constantly, and we assist in reaching out 
to them whenever there is no response. You may find a perhaps similar approach 
in the eligibility criteria for attending the WMCON.

You misread - evidently both the original message and my reply. I answer
your question in my prior post, and hopefully subsequent posts by others
have cleared up any other confusion.

criteria for considering denying renewal are informal, and that some
factors (including communication with AffCom) may not be publicly available
for review?

Hi Nathan,

The AffCom and the WMF have been in touch for many months with groups 
that are not-compliant in different areas, especially their activities 
[or lack of them]. So, a group that has been inactive for a long period 
of time has been contacted in regards to this. Some of these groups have 
not responded to multiple attempts to contact them by both the AffCom 
and the WMF, or have failed to provide reports of any activity 
whatsoever. Other situations that have caught our attention is engaging 
in activities that are against what is stated in the chapter agreement. 
Most of the groups contacted have responded in a timely manner and 
provided the information required or a plan to correct the situation.

I notice that WM Armenia appears to have had no reports or activity (other

provided consistent monthly reports from 2013 to 2015, but not one since.
They also posted a financial statement and an auditor's report for 2015,
which link to the same 3 page PDF. The brief financial statement, which is
not finely detailed, suggests that travel expenses account for nearly all
expenditures.

Maor, if you have a link to a document or page which explains the standards
being applied to chapters and orgs, and which might illuminate why WM AM is
in compliance but others are not, I would appreciate it!

[Wikimedia-l] De-Recognition of Affiliates with Long-standing Non-Compliance

Dear all,

Recognition as a Wikimedia affiliate - a chapter, thematic organization, 
or user group - is a privilege that allows an independent group to 
officially use the Wikimedia name to further the Wikimedia mission. 
While most Wikimedia affiliates adhere to the basic compliance standards 
set forth in their agreements with the Wikimedia Foundation, a protocol 
has been developed to address the exceptional cases when a Wikimedia 
affiliate does not meet basic compliance standards and their continued 
recognition as a Wikimedia affiliate presents a risk to the Wikimedia 
movement. This protocol is outlined at

In the past year, the Affiliations Committee - with support from 
Wikimedia Foundation staff - has made a concerted effort to address a 
handful of chapters with long-standing issues of non-compliance. As a 
result, in the coming days and months, a small number of chapters that 
have been unable to return to compliance through their efforts in the 
past year will not have their chapter agreements renewed. As a 
consequence, these organizations will no longer have the additional 
rights to use the Wikimedia trademarks, including the Wikimedia name, 
that had been granted under those agreements.

The Affiliations Committee – the committee responsible for guiding 
volunteers in establishing Wikimedia chapters, thematic organizations, 
and user groups – is looking for new members!  If you are interested in 
joining us, please submit an application by 31 December 2016.


Based on the successful experience of last call, this one will include 
too a public review and comment period.  All applications will be posted 
on Meta, and all members of the community are invited to provide 
comments and feedback about each candidate, always keeping a friendly tone.

I am pleased to announce the recognition of another Wikimedia User 
Group, this time based in the USA: WikiConference North America [1]


At the end of WikiConference North America 2016, celebrated last month 
in San Diego, the organizing team announced the creation of a permanent

It is my pleasure to announce, on behalf of the Affiliations Committee, 
the recognition of another Wikimedia User Group: WikiDonne [1]


As the name indicates, their area of focus is content related to women 
across the different Wikimedia projects, especially in Italian. They 
also look to cooperate with other affiliates and especially with those 
focused on the same topic, such as WikiWomen and WikiMujeres, and are 
already cooperating with other external entities :-)
