I want to write with the spirit that I respect the co-founders of the
Wikimedians of the Asia Pacific User Group (WAPAC) as individual volunteer
fellow Wikimedians. Still, I strongly disagree with creating this user
group. It seems like forming a new user group where three co-founders have
some conflict with Wikimedia Bangladesh. But instead of finding ways to
resolve those conflicts, they, all from Bangladesh, started a parallel user
group and called it Wikimedians of the Asia Pacific User Group.

For context, the Asia-Pacific region includes over 45 economies and is home
to 60% of the world's population that speaks over 2,000 languages. I highly
doubt that forming a user group due to unsolved interpersonal conflicts is
a good idea. There is, of course, a lack of conversations with communities
of this large region and a lack of regional representation. Not to
mention, ESEAP, the organiser of Wikimania this year, had no clue. There
are many ways to solve interpersonal conflicts, but creating a user group
without a real reason is not one.

Just to clarify, my point was not about Getty to begin with. Whether Getty
would win and whether a big corporation should own such a large amount of
visual content are questions outside this particular thread. It would
certainly be interesting to see how things roll.

But AI/ML is way more than just looking. Training with large models is a
very sophisticated and technical process. Data annotation among many other
forms of labour are done by real people. the article I had linked earlier
tells a lot about the real world consequences of AI. I'm certain AI/ML,
especially when we're talking about language models like ChatGPT, are far
from innocent looking/reading. For starters, derivative of works, except
Public Domain ones, must attribute the authors. Any provision for
attribution is deliberately removed from systems like ChatGPT and that only
gives corporations like OpenAI a free ride sans accountability.

Not citing sources is probably a conscious design choice, as citing sources
would mean sharing the sources used to train the language models. Getty has
just sued Stability AI, alleging the use of 12 million photographs without
permission or compensation. Imagine if Stability had to purchase from Getty
through a legal process. For starters, Getty might not have agreed in the
first place. Bulk-scaping publicly visible text in text-based AIs like
ChatGPT would mean scraping text with copyright. But even reusing CC BY-SA
content would require attribution. None of the AI platforms attributes
their sources because they did not acquire content in legal and ethical
ways [1]. Large language models won't be large and releases won't happen
fast if they actually start acquiring content gradually from
trustworthy sources. It took so many years for hundreds and thousands of
Wikimedians to take Wikipedias in different languages to where they are for
a reason.

I echo SJ's words. This is ad hominem, especially against someone who has
been a part of the Wikimedia community much before being a part of WMF,
continues to remain a part of her home community in volunteer capacity, and
has expanded her volunteerism to contribute to global roles. That, IMO, is
a full-time contribution to the Wikimedia movement in both personal and
professional capacity. It's shameful that the title of this email includes
Manavpreet's name and goes into with character assassination. Won't it be
better to frame, if you doubt the process, the process as faulty and cite
reasons rather than attacking an individual Wikimedian? It would be useful
to fix a faulty process rather than attacking an individual based on
circumstances which might dissuade them? Not to mention, this movement is
already struggling with low participation of women, LGBTQ+ individuals,
people with disabilities and indigenous members/groups. Such a behaviour
would only help grow that gap further.

I totally agree with Rajeeb too. A Wikimedian who is otherwise volunteering
and would like to share their findings/observations with others over an
online event would already be extending their volunteer hours just for
applying and preparing for a conference. Asking them to pay is not fair
whatever the reason is, and especially when many developing countries are
grappling with huge health and economic disasters (not to mention the
environmental disaster that recently hit the eastern coast of India or what
Indonesia and the Philippines face on a regular basis). This is precisely
the reason some volunteers are disbursed for their internet expenses when
they participate in a discussion series in some of the events. I know it
might not be easy for an edu institution that might already be struggling
with funding to organize an event, but this event is focused on the
Wikimedia movement and is special for many. Exclusion for financial reasons
should be seriously thought about.

I tried it myself yesterday -- it has a clean UI and is very

Agree about the privacy and security worries shared by some in the list.

but maintaining and keeping up with the ever-changing internet standards
(and new vulnerabilities and security changes) is hard. That said, a
movement that actively uses surveys and forms does need to make the
personal data transactions secure. To be able to do that, using both open
source tools and (preferably self-hosted) platforms that use e2ee (which
provides better security except in some extraordinary situations [1])
should be preferred. I'd argue a proprietary platform that protects user
data in surveys and collects little metadata is far better than an open
source one that collects and saves user data in plaintext in cloud. But
open source helps to some extent as proprietary platforms could claim many
things when there is no option for public audit of proprietary platforms.
But just open source does *not* help. An additional level of security is a
must and should be the foundational layer when it comes to a survey
platform.

As far as possible solutions go, it would be a good investment to support
developers from the open source community for a survey tool that protects
the privacy of survey participants by the use of e2ee and can be well
integrated into MediaWiki (bonus if not a primary goal). The Foundation and
the larger community (including Chapters and User Groups) would be greatly
benefitted from this. But until a good in-house solution is there, it might
be useful to reach out to other friendly faces in the development world --
Access Now, Article 19, Amnesty International, etc. -- to check what works
for them now.

If and when a platform develops, registered users can then use their
Mediawiki auth for creating privkeys to sign. This would add a
non-repudiable logging mechanism in the backend to add more transparency
and accountability.

Apart from the usual suspects [ a. I think whether a certain emoji is
religious is not a grave problem; b. civil society orgs survive on
donations and fundraising is important; c. as a movement we can't probably
ever have everyone agreeing on everything but pushing fundraising messages
that brings some decent buck cannot be stopped -- after all, the same buck
is used for maintaining servers or fighting oppressive regimes that pose a
threat to open knowledge ] a few things really need to be thought through
while designing fundraising messages:

-  How does the message look on a low-end smartphone used by someone who
lives in a place where data is expensive (say Vanuatu or a small island
economy)? Can the real goal of the movement -- furthering open knowledge --
be seriously hampered by displaying too much text/image in the fundraiser?

- Can the opt out message be displayed more clearly so that a user can
clearly see it and turn off. It has often been a real pain for me to turn
off the ads while trying to check something on Wikipedia when I am not
logged in and I'm on a private tab/using VPN.

- From an accessibility PoV a user should be able to identify that the ad
is different from the content. It's otherwise a pesky way to fool a user
who might at times confuse a fundraising ad as Wikipedia content. Probably
a different background color or a distinguishable border or a clear sign
would help.

What's making me happy this week is the news about 21 dictionaries in 21
indigenous languages being relicensed under CC licenses.

On October 17, 21 dictionaries in 21 indigenous languages of the Indian
state of Odisha were relicensed by online education portal Odisha Virtual
Academy under a Creative Commons Attribution 4.0 International License

closely with the government officials of the Odisha government's
Electronics and Information Technology Department for a long time for this

[Wikimedia-l] Which script oral language will use anyway?

Dear Wikimedians,

Some of you might be recovering from the Wikimania fatigue. Those of you
who have already recovered, I wanted to pick your brain about something
that came up multiple times during discussions but none really seem to have
a clear answer.

Which script (writing system) an oral language speaker would use for
creating an entry on (gateway [1]) projects like Wiktionary or Wikibooks or
even uploading a list of words on Commons using a tool like Lingua Libre?
Will it be the script used for the official language of the region where
the former language is from?[2] This is a bit controversial as native
speakers of many indigenous languages would see this as a form of
colonization. Will it be the w:International Phonetic Alphabet (IPA)? This
is probably the least controversial but a common and average user might not
be able to read IPA as the latter was created by linguists and was created
for linguistic and scholarly studies rather than for everyday use.

Wikimedians who are native speakers of languages with less written/recorded
documentation and individuals who work on such languages are more
encouraged to share their inputs based on past experience.

1. Gateway project: This is a made-up term to define the Wikimedia projects
that are more welcoming to newbies and do not require stringent citation as
almost all oral languages would lack that. It was fascinating to see Amir
challenging that it only takes about 30 seconds to add an entry to
Wiktionary (

What made me happy this week is the release of our latest converter (check
it out: https://or.wikipedia.org/s/14kh) that converts the Odia-language
text into International Phonetic Alphabet and Roman. We have been
struggling for some time now to add pronunciations for words and could not
find anything that could do that job. So another fellow Wikimedian Prateek
Pattanaik I scraped the code from an existing converter and created this.
Now we are going to integrate this into our pronunciation project
Kathabhidhana (https://github.com/OdiaWikimedia/Kathabhidhana) where we
create pronunciations of words. The next batch of audio recordings will
come on Commons with IPA and Romanization. Yay for more metadata! :)

The Odia-language itself is gender neutral though we have some
gender-specific pronouns. So we never worried about these issues. :)

After almost five years of professional engagement with the South Asian
language Wikimedia communities, I have decided to step down from my current
role. And I will remain a Wikipedian friend of yours who you can reach out
in volunteer capacity on my talk page.

I was about to complete my first wiki-versary when I joined the Wikimedia
Foundation’s India Program as a Consultant for Community and Program
Support. The program ran until August of 2012 and then got housed at the
Centre for Internet Society’s Access to Knowledge program (CIS-A2K) [0].
Thanks to Sunil, Pranesh, Nirmita, Nishant and many others at the CIS
family who embraced my team from India Program with great amount of trust.
CIS became more like a family for me all these years. It will always remain
my other home and alma mater - calling CIS a former employer will be quite
an understatement. I feel I grew as a person along with the organization
that is today a noted name for its research in openness, accessibility,
privacy, IP reform, access to knowledge, and digital humanity.

Over these years I have had the most memorable time in my personal and
professional life. I have traveled a lot in the country and across the
world, met many friends in the Wikimedia and the open knowledge community,
and had the privilege of working on many important projects both locally
and globally. The South Asian language Wikimedia communities that I have
worked with have not just been patient and understanding, but have been my
mentor in many ways. I thank you all wholeheartedly for being such great
friends and guides. And I hope that I have added some value to your
community, project and the larger Wikimedia movement.

This was an incredible journey and I feel really honored to see as many as
three new Wikimedia projects taking birth where I had a chance to
contribute. Many of you have shared your stories in an interview series
WikipediansSpeak [1] that I started during my time at CIS, and I felt so
touched and connected to many people that spoke languages that I never even
understood. I want to thank many Wikimedians both from the Indian and the
global Wikimedia community that participated in @WeAreWikipedia [2], a

This is such a terrible news. Condolences and prayers for Ray's family and 
those whose were close to him in such a difficult time.

I still remember when I first met Ray at Wikimania 2013 Hong Kong, he not just 
politely asked me to go ahead of a line for food, but kindly agreed to speak 
over lunch. He shared a lot of interesting stories from his work. Unfortunately 
I could not upload the video and it might still be in one of my hard drives. 
Though the empty space he has left in the community could never be filled up, I 
will try to search the video interview and upload on Commons.

[Wikimedia-l] Tulu-language Wikipedia goes live

Tulu Wikipedia <https://tcy.wikipedia.org/> has finally gone live after being 
in the Incubator for nine long years. Tulu is spoken by nearly 2 million 
speakers in the Mangaluru, Udupi and other South West regions of the Indian 
state of Karnataka and in some places in the state of Kerala. 198 editors have 
contributed so far to make this happen. The project has started seeing more 
activity since 2014 when the first ever community meetup was organised in April 
, 2014. St. Aloysius College and St. Agnes College, two educational 
institutions in Mangaluru, India have done a commendable job in 
institutionalizing education programs and several outreach programs for their 
students. CIS-A2K congratulates everyone who have helped grow this project, the 
language committee and other friends in the global communities who have 
supported and guided in working towards the approval of the project. We will 
continue to support the community to the best of our abilities and introduce 
them to other friends in the movement so that they can learn the best practices 
for community building, designing and running outreach and education programs 
and several other Wikimedia activities.

training program on regular basis was felt and designing the
"Train-a-Wikipedian" program was initiated. Initially, the focus would
be on five Focus Language Areas (FLAs); a) Kannada, b) Konkani, c)
Marathi, d) Odia, and e) Telugu, and the program might be scaled up
slowly based on its first pilot implementation. The TAW page on

listed that are going to be discussed. As not everything could be
imparted to every single participant, almost all the training sessions
are going to be custom-made where the learners will be independently

first edit on the Wikipedia was made on 3 June 2002. Currently the project
has over 8,900 articles and about 17 active editors (also known as
"uikiali"). The voluntary editor community has put its efforts into

licenses, and building tools for acquiring more encyclopedic content from
various sources.

Odia Wikipedia community assessment survey June 2015. It gives an overview
about the various hindrances for the growth of Odia Wikipedia and the
community.

During the thirteenth anniversary celebrations, the community came together
to assess community needs, address issues that had been identified earlier
via irc and mailing list discussions, and identify priority areas to focus
on in the future. Odia Wikipedia administrators Mrutyunjaya Kar and
Subhashish Panigrahi designed a needs assessment survey. (

Internet & Society's Access To Knowledge program. The second iteration of
the event was organized on 31 August.

A three-day edit-a-thon was organized between 14-16 August in Mangalore for
bringing good quality content in Tulu Wikipedia. This event, organized in
collaboration with the Tulu Sahitya Academy and Ramakrishna Pre University
College, saw 30 Wikipedia editors participating and creating about 89 new
articles. 12 of these 30 participants crossed more than 10 edits. Some of
the new participants faced problems with using the input methods and the
Wiki-markup. It is important to note that because of the lack of addition
of Tulu-alphabet code points in the Unicode chart, and the speakers being
well conversant in Kannada, they are using Kannada script for Tulu
Wikipedia Incubator project. There is a plan to organize a monthly meetup
and/or edit-a-thon to continue the momentum these editors have brought in.

[Wikimedia-l] (Announcement) CIS-A2K Program Director Transition

Dear Wikimedians,

This is to bring to your notice the proposed change in leadership of the 
CIS-A2K Program. The current Program Director, T. Vishnu Vardhan will be 
transitioning by June 2015, due to health and personal concerns.


As many of you know, Vishnu has led the A2K Programme since February 
2013. We at CIS are working with Vishnu and the rest of the A2K team to 
ensure smooth transition so that the momentum of the A2K program does 
not lose pace.


We will soon be putting out an Advertisement for the next CIS-A2K 
Program Director and will involve the community members and the 
Wikimedia India in the selection process.

Despite having paralyzed due to a severe stroke and severely affected by
several subsequent health problems, he was guided to Wikipedia by his son,
Dr. Ajay, another prominent Malayalam Wikipedian, as a possible remedy to
escape perpetual loneliness.

His real world name was G. Balachandran.He was born on 14th October 1938 in
a small village off North Parur, Ernakulam District, Kerala, the
Southernmost state of India.He  joined the Armed Forces Engineering College
and then continued to serve the Indian Armed forces for long many years.

He started contributing to Wikimedia, particularly to Malayalam Wikipedia,
in the year 2008.

His initial contributions to Malayalam Wikipedia were based upon a
pulp-converted digital Encyclopedia, released by the Government through
GFDL licence then.  He continued to create even more full-featured articles
on his own, later. By 2014 October 18 - the day he edited last in
Wikipedia- he had 1935 full-blown articles initiated and expanded by
himself in ml.wikipedia.org. Besides, he also contributed more than 350
images to Wikimedia commons and a handsome  amount of contributions to
Wikisource, Wikidata and Wiktionary.

He always attributed his renewed energy and life's aspirations to the
Wikimedia mission, for having returned to a meaningful life after a 20-year
long and frustrating solitude while constrained to an immobile chair. Ever
since 2008, he stood up and started walking and moving around. His was an
extreme example for us in Malayalam WP to showcase how Wikipedia can change
lives.

In almost all our Wikipedia Outreach sessions, we utilized this great
example to motivate and excite the newcomers to WP.

Tory Read mentioned about BabuG thus, in a document

on the state of Indian Wikimedia Communities, in 2011:

G. Balachandran, a septuagenarian who lives outside of Ernakulum in Kerala
