I am behind on reading the messages, so I am behind. 
 This company had 
already built out FTTH in our service area. They had also received protest from 
Comcast in their proposed area. It did not affect anything! Comcast is offering 
3X NCTC's bandwidth until this order. One thing you will find surprising is 
that the former General Manager of North Central was Thomas Rowland and 
Director F. Thomas Rowland was
named Secretary-Treasurer http://www.rtfc.coop/information/pdf/CC_spring03.pdf.

They had already built out FTH on all the areas we cover. They also asked for 
money to expand out into areas already covered by Comcast and what they already 
covered with slower speeds(Comcast disputed), which I think is not right! The 
BBS is bunch of freaking bull, without the real investigations into this...But 
I digress, In the FCC, no-one exist but the cable and the telco companies? It 
is a duoploy and it is not going to be changed anytime soon, I hope I am wrong!

Many customers have shared their passwords with webmail phishers. (who want to 
use their 
webmail accounts).

We have squirrelmail webmail for our users.

We had a bunch of with people from nigeria entering into our customers' webmail 
accounts.

We installed the restrict sender plugin from the squirrelmail homepage, set it 
to limit 
the number of messages per day per sender to something reasonable our customers 
are 
not normally apt to hit. Just like magic, the spammers went elsewhere real 
quick.

Did you know that all WISPA members have the ability to edit the WISPA Wiki?
The WISPA wiki can be accessed at http://wiki.wispa.org and is a member's
only site.  On this wiki, our members can share information such as
contracts, forms, software tools and much more.   Review the Section

A. Principal Member. A Principal Member is a person or business that
operates a wireless information service as defined in Section 1.2 of the
WISPA Bylaws.  Principal Members may have other types of business interests
and still meet the criteria to be a Principal Member.

Annual Dues:  $250  Semi-Annual Dues:  $135  Monthly Dues:  $25 per month

B. Vendor Member. A Vendor Member is any distributor, supplier or
manufacturer of goods and services provided to WISPS.

Annual Dues:  $1000  Semi-Annual Dues:  $600  Quarterly: $325  Monthly Dues:
$125 per month

C. Associate Membership. An Associate Member is any individual or business
entity that does not qualify for principal or vendor membership.

Annual Dues: $100

D. Advisory Membership. By action of the board of directors, any individual
or organization may be appointed as an Advisory member, who shall not have
any voting rights.  Advisory Membership is the only class of membership
which does not require the payment of dues.

The board of directors shall have the sole authority for determining which
class or classes of membership are available to an individual or business
entity. Should an individual or business entity be determined by the board
of directors to be eligible for more than one class of membership, said
person or business entity shall choose which one of the classes it desires
to belong to and shall have the rights and responsibilities of that

 We do a combination of the following across networks:

-Greylisting
-Customers can only talk to certain mail servers on port 25.  We
encourage them to use port 587 for out of network access.
-Set inbound and outbound limits on our routers in regards to port 25
traffic and to mail server(s). X number of connections in X number of
seconds.
-Router rules that block the most common virus ports.  Its amazing how
many people get 10 year old viruses still.
-In-bound spam & Virus filtering (who doesn¹t).  Testing purplehat.org
as a barracuda replacement.
-Limit customer CPE to x number of connections.

All of this locks down the network quite well.  It will cause some
support calls but it will be worth it.

Actually, if you use MailScanner, you can watermark all messages originating 
at your server and toast any "undeliverables" that do not have the 
watermark. It works like a charm.

[WISPA] Form 477

I know it's not Form 477 panic season, but I am just working on a few 
items in my database to get a cleaner count next time, and I ran across 
something I had not noticed before.

On page 26, it instructs:

"Include census tracts within your defined service territory (see 
instructions) that have no broadband customers.
   - Enter "0" in any cell that permits connections and also in the 
corresponding cell for percentage residential"

Anyone doing this?  This goes beyond what we've been doing, and would 
seem to require some more advanced coverage mapping to not only find our 
existing customers by census tract, but also all census tracts we CAN 
serve.  I believe this same data is what he broadband mapping folks will 
be looking for as well.

I guess I need to go "see instructions" to find out what exactly 
"service territory" means.

Yeah...one of the colleges in our state is trying for stimulus money in 
round 2 to wire-up the entire state, then specifically mentions a town 
in which we already have service in as being one of the first locations 
that would be wired from the stimulas! What the @#$% is a college doing 
getting into the ISP business and why are they @#$% trying to put local 
ISP's out of business?!?!?!

I might as just well move my business to China...competition is probably 
fairer there! November can't come soon enough!

We protested a project out here.

A fiber build with wireless overlay.

There is already fiber, DSL AND wireless.

The project was funded anyway.

It's not about the consumer folks  And it's CERTAINLY NOT about using 
OUR money efficiently.

We had a lot of that in the past.  It wasn't that their email was hijacked,
it was just that the spam bot was using our domain extension with random
names as a return address.  When the spam was sent to an invalid email
address, it was then bounced back to us since it was the return email.  

As Stuart said, not too much you can do except wait for it to go away.

Seems to be a problem with the specific webmail installation, and not 
webmail in general.

Hard drives are cheap, and I prefer IMAP to POP3 myself, so I don't really 
worry about customers leaving email on the server.

[WISPA] Speed test

Does someone have a good connection in the Indiana Ohio Kentucky area with a 
Mikrotik who can setup a user for me to do a Bandwidth test?  I need to test a 
50 Meg fiber connection clear out of our network.  Inside its fine but to all 
outside speedtest.net sites I get 1/2 and I need to make sure its not a issue 
at my upstream provider.

The agencies will load the PFSA maps into BB USA.gov.  They will open a
30 day comment window and then service providers will be given the
opportunity to comment.

in my area there are better options since we have far fewer trees. A
combination of 3.65ghz, 2.4ghz, and 900mhz will get me to every customer in
my area.

You might have a lot of pigs, but I am guessing you haven't dealt with 
forest. I have areas where it takes a 200ft tower to mostly beat the 
foliage. And there are 150ft pine trees every 10-15ft everywhere. 
Customers have anywhere from 20 to 100 acre properties. Most customers 
cannot see their neighbors house. Also you can travel 1 mile in some 
areas and the elevation can change over 1000ft. The next major ridgeline 
or mountain is about every 4 miles.

900mhz with clean spectrum does not work in most of these areas at less 
than 1 mile. Whitespace will make it so a lot of houses in the rural 
areas around here (Northern California) can get Internet faster than 
28.8bps dialup.

The units we had would not boot unless they were powered using 48V.
