[WISPA] Form 477 Reports Due Sept. 1st
This is a reminder that the FCC Form 477 Report is due September 1st. All broadband service providers, (telecommunications, cable, and broadband over power line providers) must report broadband services by census tract, type of technology, and upload and download speeds on the FCC's Form 477. I know it's not Form 477 panic season, but I am just working on a few items in my database to get a cleaner count next time, and I ran across something I had not noticed before. http://www.fcc.gov/Forms/Form477/477tutorial.pdf On page 26, it instructs: Include census tracts within your defined service territory (see instructions) that have no broadband customers. - Enter 0 in any cell that permits connections and also in the corresponding cell for percentage residential Anyone doing this? This goes beyond what we've been doing, and would seem to require some more advanced coverage mapping to not only find our existing customers by census tract, but also all census tracts we CAN serve. I believe this same data is what he broadband mapping folks will be looking for as well. [WISPA] Form 477 Utility - futher notes
Just wanted to add a couple more things to be aware of. The csv files should not have around the values. They should be: first,last,address,city,state,zip for the desktop geocoder and: first,last,address,city,state,zip,lat,lon,up_rate,dn_rate,tech_code for the upload file. XL and Open office try to export to CSV with around the fields unless you specify not to have them. Also, if you are submitting pre-geocoded data, make sure that before exporting your csv from a spreadsheet to format the lat, lon columns to be a decimal with 5 places after the decimal point. I know open office cuts off the last 3 places in the default format so that lat/lons came out like 42.35 and -96.21. This is not enough accuracy for proper tract referencing. This is a reminder to file your form 477. It was pretty easy this time, I just had to geocode new customers and note what tracts where I lost customers... then I just copied the cells over from the last filing, making adjustments as necessary. Then I guess you do not want to evolve into a public utility. Too bad, as the rest of the WISP industry is becoming defacto public utility. What Ironic about the State rep's comments was If they got the availabilty information from providers, why would it be invaluable, if the intent to use the data was to let providers know where areas are under served? THEY ALREADY HAVE THE DATA YOU COLLECTED IT FROM THEM!!! DUH!!! There is a flip side though. One of the most common occurances is, LECs and Cable Cos selectively picking when and where to serve someone or not, regardless of whether they could. If the LECs and CableCos, were required to report who they said qualified it is a mechanism to hold them accountable for when they do not. Whether from the perspective of False advertising, or not honoring their monopoly/franchise obligations to serve. The missing point is, SMALL PROVIDERS DONT HAVE THE INFORMATION. The prupose should be to gather the information from incumbents, and given to competitor providers so that they can go after these less advantageous areas that nobody else wants. Oh god here we go again with a ton of emails saying we are breaking the law. I have never signed mine and the FCC has gladly accepted past filings. I think the FCC would rather just have something filed and since they are all lawyers do seek more then some are willing to give but with a precedence of accepting just the report and not one filed letter stating otherwise lets not make this another technicality argument. We are doing what 75% of our industry aren't - we file our report, end of argument until they get uptight and make a point of enforcing it. But that does lead to an interesting side question (to which I don't have the answer): Do they actually count the results of spreadsheets that don't include the signed certification statement? They do at least some correlation between the two - a year ago, I emailed the form, and UPS'ed the signature sheet. They received the signature but said they couldn't find the spreadsheet and asked me to re-send it. The FCC now requires you to buy MS Office to fill out their forms... (arrrggghhh). Or not. Whatever the case, it complained that the form was protected and that opening it was not allowed. That is a good idea, but why not be proactive and let the FCC know the concerns you have NOW (call, email or fax) and ask how you can help in the litigation. I'm still not clear what this group is trying to really accomplish. I'll assume that anyone that filed the 477 has a potential right to be a co-defendant in this matter. I remember once when a big corporation, to remain nameless, offered to buy me for a nice chunk of change then after we signed the NDA and they looked at my numbers they never called me or returned our calls again. Mind you are the largest ISP in my town so it wasn't for lack of numbers. They simply wanted to know how much business was in my town so they could justify whether they would come here and take us out. The Form 477 is just another way for corporations to see how strong your market is so they can have you essentially research for them the feasibility for them to come spend three million (just a vague reference not a real number - you'll see if you read the rant) to run you out of business. I'm done on the form 477 comment but in a tell us how you really feel rambling (as Marlon would say) here is what I think of our competition: rantThe new corporate motto is, 'Why buy an existing customer base for a million when we can come to their market and spend three million in advertising or free/under cost services to force them out.' It's not naievety by the government either they know that corporations are basically greedy and corrupt but they donate well to political figures so if they have to do anything they can to please their stockholders more power to them. Letters to the FTC, or Justice department asking for investigations of these many unethical acts are all unanswered during a Republican Adminstration. We're all old enough to remember when Republicans were the friend of small business, doesn't seem that long ago. Oh sure they have small business loans out there but now you have to hire their buddies as Consultants for 1/4 of the loan value in order to fill out the overly difficult forms. Government is just as unethical so how are they going to set the example for American corporations. Service or community responsibilty is a luxury from them not like us who use it as our foundations. That is why those two traits are the only thing that keep small business alive for those few customers who want to pay less at the cost of being on hold for 1/2 hour for service they don't get anyway. Look at Charter Cable, Paul Allen needed a write-off for his huge profits on Microsft, got it by writing off investors losses as his own so he didn't have to acutally spend that money! Or Clearwire which is Craig McCaws write-off dupped Intel and Microsoft into bailing his failing venture out. Neither give a damn about their customers other then they pay their bill so the stockholders don't sue them for making their stock (in Charter's case) go from $30 to a buck or so. I can't believe I'm admitting it but I think Bill Gates is much more of a 'True American' then either of those other scum I mentioned. At least he uses his write-off for good. Also the information will be relatively worthless for what these people are supposedly looking for. When the form is filled out, we only report total numbers and zip codes covered. Granted if you serve only 1 zip code then it is obvious where your customers are. Even in my small coverage area I serve 4 zip codes and only one of them has any substatial number of customers. What I will find disturbing is if they are successful in getting my customer count released. So what if I find out that Qwest has umpteen billion DSL customers and they serve my zip code. I already knew that. However if Qwest of any of the miriade of resellers can see that I have X customers in my area they may decide that marketing there is now a good idea because of the uptake potential.
