Streakwave is out of stock and will not get any more.  They have
  a bunch of panels in Utah, but someone already bought them last
  summer and is paying Streakwave to store them... For almost a year
  now...

Microcom is by the pallet of 25 only...  In the L. A. area...  If
  I haven't found smaller quantities by WISPAPALOOZA I'll look into
  getting some out there...

Chiming in with personal opinion.

Rick is correct in decision. After studying the organization's of
government in Texas and Dallas recommendations as well as effectiveness of
daily decisions on virus containment, and looking at Texas stats of
infections as of today... it is apparent to me that three things should be
done at this date and time.

1) Follow all the directions from CDC and WHO on personal prevention. The
hotel has worked hard on provisioning some protection as well.

2) Monitor local government health division responsible for decisions
regarding permits for gatherings. So far, they have cancel a couple high
count, close quarter events such as a cattle auction and parade. They
should be the main.decision makers of local events, which there are many
every day. I suggest a phone call, if not done by WISPA to that
organization to.confirm that there is currently no serious meetings on
pulling permits next week.

3) This is a new virus, probably will be around just like the current and
prominent virus we suffer each year which for 18 years, which was called
the Hong Kong flu when it first arrived. If so, we all will probably have
it sometime now or in the years it remains. Why is the current virus not
called a permentent pandemic?

Regardless, with current information on Texas and travel infections, plus
the effort and authority of our local, state and national health
officials... they should make the calls for closures where it makes sense.

We do need to protect the older people, not just above 70, but 50 and up.
Of the deaths in China, most were men 50 and up, which a scale of larger
numbers the older you were. Why men? It is believed to be because 80% of
men in China smoke and only 4% of women.

So if you are above 50 and a smoker, take extra caution and like the rest
of us, follow the news on ALL news sites to make the best decisions, and
listen to health departments.

Do take this virus serious.

The conference should be canceled or postponed because such an event 
clearly threatens attendees, vendors and if infected, folks back home 
upon their return. Whatever the financial ramifications, WISPA should 
act now with grace and concern for its membership. There is every 
possibility that in a day or two some government authority will ban the 
gathering anyway. That will not bode well for WISPA and will require all 
participants to change plans on very short notice. I would hope that 
WISPA would act on the notion that it's better to be safe than sorry.

Attending the conference sends a strong message that we are selfish and 
don't care about anyone but ourselves.

  We have a duty to social distance now - for our elderly, for your 
healthcare providers, for every neighbor who may need a hospital bed. 
Doing your part to slow the spread is showing love and respect to us all.

A key reason to social distance now is to flatten out the peak of the 
pandemic. If we all get sick at the same time, many more die. Italy 
shows nearly 50 percent of cases needing hospitalization. We have to 
slow this down enough to allow any that get it to have a decent shot at 
a hospital bed and care. Not just that! We must slow it down so that any 
of our neighbors with ANY ailment has a hospital bed available. Those 
other ailments don't stop just because of this pandemic.

The longer we can slow the spread, the more we learn about what works 
against it. It's more time to get drugs and treatments. More time to 
potential develope a vaccine. This may become an endemic and we are not 
going to isolate forever. There may be a time when we all go out, but 
bow instead of shaking hands. Maybe wearing masks or gloves.

We will find a way to be the free, fearless people we want to be. But 
first we must slow the exponential growth, support our healthcare 
providers by giving them less patients at once, support our neighbors 
when they have milder cases at home, and respect one another by doing 
our part to avoid spreading this virus.

Please consider what you can do to show everyone love and respect by 
being cautious. No matter the personal risk to you, your neighbor needs 
you.

The cases grow exponentially every day and what will happen is our
hospitals have no surge capacity.  20% of the people who get it will need
ICU level of care.  There isn’t capacity for that unless we flatten the
curve.  The same number of people will probably get the virus, the
difference will be that our health care system can handle the load if it is
stretched over time.

Social distancing is the only way to flatten the curve.

My sense is that if you finish before Year 6 and USAC verifies that, you don't 
have to carry the LOC to term.  We can seek clarity in our Comments, or perhaps 
we stay silent so as not to create a strawman for others to oppose.

didn't know about the phone requirement until the GSO webinar last week.

While some interactivity is good, webinars are a bit time consuming for us
because we're in the field most of the day.

Are there any online documents that anyone could be pointed to for an
overview?

Ooma does not count as offering VoIP service.  Since you are not billing 
the customer (i.e. collecting revenue) or collecting fees (specifically 
FUSF) you do not file a 499 nor a 477 for services provided through Ooma.


Atheral White-Label VoIP on the other hand does count, as you are 
providing a white-label (vs. a resale) service and billing your

There are a number of WISPA vendor members who offer white-label VoIP service. 
I won’t list them here because inevitably I’ll leave someone off and I’ll get 
an angry phone call!

I discussed this in the most recent ISP Radio in the latter half of the show, 
and it was item #6 on the top 10 list on our most recent webinar.

We didn’t offer a webinar particularly on phone, but if there is enough 
interest we may want to take a look at it.

Short summary:

 

477 Order - will revamp the 477 data collection process and information.
Personally this is a good thing.

 

RDOF - This is the next $20,400,000,000 (20.4 Billion Dollars) that will be
spend to overbuild your network if you are not currently providing 25/3
service & phone.   

 

WISPA has time to meet with the commissioners and discuss up to the 25th.
A lot of effort has already gone into making sure that both of these are
fair and open to all providers, not just the Telco's.   There is no way to
stop the feds from spending this money - it's coming regardless of what we
do.   Both political parties, the administration, and the FCC all want to
spend money on rural broadband.  

 

YOU HAVE TO DO YOUR PART to either position yourself to receive this
funding, or prevent your competitors from getting it and overbuilding you.

As long as it is phone service that reaches NANP numbers including X11 numbers, 
it counts as long as it is offered by YOUR company. Can be white label.

Yes, has to be reflected on 477.

This bears repeating. If you do not want to be overbuilt with government money 
you must:

1) File your 477
2) Offer voice service
3) Offer 25/3 Mbps or better broadband service

Agreed on the bond issue.

If we fail to see movement on the Letter of Credit we could approach the
SBA about offering a solution.  They already have an export Letter of
Credit program.  Could something be modified or created for broadband
purposes?

A coalition of WISPs who'd like to participate in this funding program is
essential.  Can WISPA send out a survey so we can get accurate numbers on
how many WISPs would participate in this funding program?  It might be
powerful to say "We have 500 members interested in participating in FCC
funding programs, however, only 20 were able to participate in CAF II due
to X, Y, and Z."

It is worth at least making it known in our filings that requiring audited
financials makes these programs inaccessible to many of our members.
What's their rationale in requiring audited financials instead of tax
returns and transcripts.  Tax returns are good enough for lending from
other agencies, such as the SBA. How does the FCC determine what
constitutes a financially sound company anyways?  Are there guidelines or
is it arbitrary?

How about an exemption to the audited financials for companies who've
recently gone through the underwriting process to obtain financing via
another government agency like the USDA or SBA.  Surely these are
creditworthy companies in the eyes of the Federal government.

From my perspective, taking another run at eliminating the letter of credit 
requirement should be a priority. It is a huge barrier to smaller companies 
seeking this funding, and the policy the FCC is trying to accomplish can be met 
with a bond.  

I agree we need a coalition of small WISPs to advocate for this, but we also 
should leverage the experience of the WISPs who have already received CAF 
funding - that first-hand perspective will be helpful in showing that the LOC 
is burdensome in reality, not just hypothetically. 

As for the audited financials, I don’t think any energy should be spent on 
trying to eliminate that requirement because we are likely to fail. USDA also 
requires audited financials for many of its grants and loans, and worse, they 
require the last two years. It is hella expensive, but I don’t think we will

Before WISPA's advocacy, LoC must have been procured from a Top 100 bank, and 
audited financials had to be submitted before bidding began. We were able to 
get both of those changed to allow more financial entities to provide thr LoC

only by winners.

participate.  This needs to change.  WISPA's #1 priority should be crafting 
rules that allow ALL WISPs to have a chance to participate.

More funding is always welcome!

What can be done to ensure access to this funding by all WISPs?  The CAF II
rules were so onerous that only a tiny percentage of WISPA members were
able to participate.  This needs to change.  WISPA's #1 priority should be
crafting rules that allow ALL WISPs to have a chance to participate.

The two biggest barriers to entry are:

Letter of Credit - These are very difficult to obtain, especially for the
majority of our members.  Can we propose a bond as an alternative?

Audited Financial Statements - Audited financial statements cost $10,000 -
$50,000 per year or more.  This is a huge hurdle for the majority of
WISPs.  Can we propose CPA-prepared financial statements and/or IRS tax
return transcripts for small entities?

[WISPA] Draft Items for August 1 FCC Meeting

There are two upcoming items on the FCC’s August 1st meeting on items that will 
effect all WISP’s.Please review the documents below.

Short summary:

477 Order - will revamp the 477 data collection process and information.   
Personally this is a good thing.

RDOF - This is the next $20,400,000,000 (20.4 Billion Dollars) that will be 
spend to overbuild your network if you are not currently providing 25/3 service 
& phone.   

WISPA has time to meet with the commissioners and discuss up to the 25th.   A 
lot of effort has already gone into making sure that both of these are fair and 
open to all providers, not just the Telco’s.   There is no way to stop the feds 
from spending this money - it’s coming regardless of what we do.   Both 
political parties, the administration, and the FCC all want to spend money on 
rural broadband.  

YOU HAVE TO DO YOUR PART to either position yourself to receive this funding, 
or prevent your competitors from getting it and overbuilding you.

Using Netbox https://github.com/digitalocean/netbox for about a year now,
to support the merger of three different network architectures.  We've
ignored most of the data center functions, just focusing on managing IP
prefixes, IP addresses and vlans across several thousand devices.  Quite
happy at this point.

If you're willing to use commercial (hosted) software with an API (I
think), check out https://www.apteriks.com/

I used it for some years, but have now begun to switch to open-source
netbox https://github.com/digitalocean/netbox

Netbox takes some time to get rolling, as it can track far more than just
IP addresses.

One caveat is that while netbox is open source, development is tightly
controlled and data-center-centric.

We've had people apply in the past who did not want to get on anything
more than a step stool. It was a waste of my time. Are we the only ones
that have had that issue? If an installer does not even want to get on a
single story roof why are they even considering being an installer? I
think they were just checking off boxes for unemployment.

Just out of curiosity...what does "not afraid of heights" actually mean 
for an applicant?  Tall ladders?  Towers? Bucket trucks?  All of the above?

Position One - Candidate must have a working knowledge of Linux, VLANs,
VoIP, VMWare or equivalent, not be afraid of heights. WISP experience
preferred. 

If you have seen my other posts I apologize for the repeat however I
wanted to be a little more specific that just "network admin". 

Position Two - Installer - Can use hand tools like drills, screw
drivers, etc efficiently. Not afraid of heights, self-starter,
trustworthy, can follow instructions. WISP experience a huge plus.

Broadband Installer and Field Service Technician


Broadband Installation Technician and Wireless troubleshooter

  Nikola Broadband is looking to fill an immediate position for a Broadband
Installation Technician with a strong network and wireless troubleshooting
skills.
   The person we are looking to hire for this job will have excellent
communication skills, be computer literate, and possess at least an
intermediate level ability to troubleshoot a fixed wireless network. 
   These skills include finding the line of sight paths for wireless
connectivity, judging signal levels adequate to provide a reliable service,
and the ability to read and understand terrain maps.  This role also
requires a working knowledge of TCP/IP networking and basic network
troubleshooting. 

 

Responsibilities will include:

·Supporting and installing both fixed wireless broadband, and
fiber-optic internet installations

·Speak with customers in person, to provide broadband service and
troubleshooting

·Maintain a positive image of Nikola Broadband and its affiliates
·Assisting in the documentation and improvement of our existing
customer support systems and processes
·Keeping current on wireless technologies as they are now used, or
anticipated to be used by Nikola Broadband
·Maintaining knowledge of wireless radio vendors.  This includes
their licensing status, bandwidth, frequency, and method of operation. 


 Salary:  

 Hourly rate $20 - $34 per hour.  Negotiated compensation depends on skill
set, experience, and a commitment to maintaining the availability of
services.


 Benefits:
Paid birthday, vacation, and holiday days. Paid sick leave.  
 

Minimum Requirements:
·Solid troubleshooting and communication skills. 

·Fluent in English, both written and spoken
·Nothing that would disqualify a candidate from being insurable
while driving a company vehicle, or having access to sensitive records. 
·Comfortable working safely at heights, and while using a fall
arrest harness. 

·The work environment will include enclosed spaces and the
requirement to lift radios into position.

 

Our preferred candidates:

Will have the following qualifications: 
·Specific interest in and knowledge of wireless radio and
fiber-optic broadband deployments. 
·Hours are Monday - Friday 9:00 am to 5:30 pm  This position does
require participation in an on-call rotation schedule.

Do you have electric at these sites already or are you trying to deploy
where there is no electric utility?

If you already have electric then just invest in a lot of batteries and
save your time and money.

If it’s an off grid site then I’d have someone like sunwize just build you
the first system so you get everything correct.
