We've ran into this issue with the internal aruba DHCP server. Similar
symptoms - at busy times it basically would stop responding and would require a
controller reboot. I suspect the dhcp daemon crashed...

In existing buildings we perform a site survey. Forward a work order to
the infrastructure group to pull cable and install the access point. In
new buildings we use the cad drawings to determine locations.

For the initial installation of our wireless network, we (Network Group)
designed the locations and assigned them to the telecom group. The Telecom
group outsources the data pulls with a contractor that pulled them to our
specific location. We then followed behind them and installed each AP
