What you saw with the 2.7.1 release was the source code. To use that you need the Apple's free developer tools to build it. At some future point there will be a .dmg file in the same place you found the source code. The .dmg is not a priority for the core Python team on the Mac - it is for the Windows release because so few Windows users have bought (or know how to use) all the necessary tools.
