this so called "lag time" is nothing but the systems capacitance. All systems 
use capacitors in them for there power needs. A capacitor is basicly a small 
battery type component that releases its enrgy (discharges) immidieatly. When 
a surge of electicity is needed, instead of turning to the main power souce, 
it turns to these capacitors. In reverse, when power is shut off, the system 
is no longer getting power from its main souce so it turns to the cap's. 
Since the caps arnt ment to handle much more then a short surge of power, It 
ony lasts for a short time. Thus, LED stays on for a second or two you hit 
the off button.
