I'm facing exactly the same problem, did tou find a solution  ?
As you did, I've added a route but that didn't solve the problem

I am using  hederaPropertiesFile="/hedera_appia.properties" in
virtualdatabase xml file for group communication. Controller1 is not
communicating to contrller2 and I am strucked up. Could someone help
me please.
