Paul,
given your limited tool selection you might try this:
Cut the shaft about 1/2 inch from the top of the hosel. Attach a vise grip to the remainder of the shaft.
Put the hosel in the vise (assuming it is a shaft pulling vise) Heat the hosel well (being careful not to scorch any paint near the hosel) and pull it out. If you've reached the failure temp of the epoxy it should pull out quite easily.
I've had broken shafts that I couldn't get in a vise when mine was broken and have also used an "easy out" (designed to remove screw heads that are stripped beyond use). It wasn't always a "clean" pull; leaving  graphite strands and epoxy remnants inside the hosel. So I then would use increasing sizes in drill bits in a tap handle and do the clean up of the remainder by hand. More labor intensive but works quite well with out the risk of ruining the head or injuring yourself using a drill.

I have only a vise and butane "torch".  The shaft is already broken so the
only part I'm interested in saving is the club head.  I will stipulate to
being under equipped.

Paul,

To remove a graphite shaft you should be using a
shaft puller. If you are trying to pull the head
by heating and then twisting the head off you
will in all likelyhood damage the shaft.

I've been asked to remove and reshaft a Taylor
Made 360 Ti driver with a UST 65 350 shaft.
Have heated the club head to point where
ferrule has softened and there is play in the
hosel but I'm not able to pull the shaft with
the usual hand pressure.  Is there something
I'm missing like it being pinned, etc?

TIA
