I once asked my son who eventually got to a +1 hcp with a course record '64' 
what his handicap goal
was for the upcoming season.  He said he didn't have one.  He said the better 
question Dad "is what
is my current stroke average and what will I reduce it to", considering all 
game played.

How is it fair, you ask? Well, here's how. Our faculty league has an arcane set 
of rules, a
combination of match and medal. Every year we review the results and every year 
we find that the low
handicap players have a slight advantage over the rest. The intention is to 
equalize the players so
that they are playing against their own record, giving us all a chance to win 
by playing much better
than average. And that is what happens.
