You repeatedly assert that the registrar has no power to enforce its own
contracts. This is not the case.

And yes, APNIC does work with the regulatory teams of most governments
within the APNIC region in a cooperative and practical way. Most
jurisdictions recognise the important of health and productive
internet governance, and recognise the importance of working with APNIC;
just as the governments work with Telcos and other utilities. To say they
don't shows a lack of understanding on your behalf, or at the very least a
misinterpretation of what I previously said.

As you are aware, I've already stated that this policy offers no value to
the community because the things it seeks to do are already covered by the
existing agreements entered into by APNIC members, and these agreements are
clear and enforceable. There is no need for additional policies to simply
restate the current position; and that would only create more uncertainty
and instability. On this (and perhaps this alone) we are agreed.
