ARIN makes it very clear, you can not use lease as a way to get new resources(basically take advantage of knowledge of how to apply space), but you free to lease the the space you have, and because they have ran out a decades ago, so the formal probably doesn’t matter anyway.

Try to propose this policy in ARIN and RIPE and see if you will be laughed out room.

                IANAL, but just for your information.

                Membership Agreement
                The Member must:
                3.2 (d) Comply with this agreement and all APNIC
                Documents.

                All policies once approved and implemented become
                part of the APNIC documents and that's why they
                become part of the membership agreement.

                Anyways, we were discussing the merit of the policy
                on technical and operational grounds not on political
                grounds or business interest.
