I think one of the reasons for this trend is the special all-women police stations set up by Tamil Nadu police, which promotes more accurate reporting (_http://www.womensenews.org/article.cfm/dyn/aid/2886)_. Crime statistics need to interpreted with caution, due to the large scale suppression of crime registration in India.
