Ah, Charles! I am happy to note you have gotten to know Bangalore more
in depth than most people. During my stay there I was fascinated by
the Tamil separatist / LTTE underground elements that seem to exist in
Bangalore (Weren't the assassins of Rajiv Gandi gunned down eventually
in Bangalore?). You can see evidence of them in the graffiti of the
sort you mentioned and other ones demanding the CM to have a statue
for Periyar (IIRC).
