With "dose for effect", PPM is not very important.
 It's virtually impossible to over-dose.

There are no dosing "standards" anywhere I've looked that make any sense at
all.
For instance, None consider body weight.
If you're going after a serious insult, use serious quantities as directly
applied as possible.

Swish your CS around in your mouth with clean taste buds.
You should detect a slight to strong metallic flavor that changes the
flavor of some foods such as milk.
Most people can detect 5 PPM and up.
10 PPM and up generally tastes pretty strong.
Very weak CS looks like nothing. Fairly strong CS observed in direct
sunlight looks like there's something there. Extremely strong CS might look
a little murky to muddy..especially in sunlight.

Get a laser pointer. Let the CS sit overnight then shine the laser beam
through the water.
No CS... no red light beam.
If you have both a strong bright laser beam and a strong flavor, you're
probably up there around 15 to 20 PPM.

'Color' is no indication of PPM but does tell you you have "something"
If it looks like mud or has a very deep color, it might be something you
don't want to use a whole lot of for very long...at least not internally.
If it tastes like rocket fuel, use less than if it doesn't.
Intuition minus paranoia is adequate.
Making CS "can be" rocket science, but it doesn't have to be in order to
do the job.

Once you get the feel of what's possible, you'll discover ways and methods
to improve the quality..or buy a generator from someone who has already
done that work.

Hint on buying a generator:
Pick a source with the most amount of info [even if you don't understand
it] and the least amount of scare and hate hype. [You do understand why
they use that sort of distraction ... to make a sale?]
"Pretty" doesn't mean anything one way or the other. Function does. Look
for variables controlled. If they 'are' controlled, they'll tell you.
If they aren't, they won't. [Which doesn't mean the generator won't make
CS...just that it won't make it like they say it will]

You shouldn't have to pay more than $200 for a very good generator, but
there is some junk out there for $150 to $400. Junk will sorta work but
should cost less than $50.
If they include or sell sea salt..go away.
..and timers don't work at all unless several other factors are considered.

Meters can give you a ballpark idea of what you made.
A PWT "conductivity meter" can get you a pretty close idea...a box seat.
A PPM meter can get you a seat somewhere in the stadium.
Either way, you're at the game.
Meters are useful, but they're not gospel.
