A shorter brew time means weaker cs. This defeats the purpose of
trying to make strong cs that will kill tough viruses.

Stirring would have little effect if the electrodes and dw were
  contaminated with chloramine residue.

The problem is chloramine contamination affects the process and
  produces poor cs.

The solution is to clean the electrodes and remove the chloramines.

H2O2 is needed only with poorly-made cs. Properly-made high-ppm cs
is almost completely ionic and has little or no oxide content.

Therefore, H2O2 is not needed and should not be used.

But you still have to remove any contamination, such as chloramine.

  Did you study the Tyndall?
