I called up the local TriGas dealer and he said transporting 80cf oxygen tanks in automobiles is OK. Is legal. He was seeming to hint that the regulations are different for acetylene and other flammable gasses but I went no further. Since only oxygen is of interest to me.
That the Federal DOT has no problem with it.
