Actually, the bounce looks like it's coming from your own server
(Reporting-MTA: dns; smtp.insideout.com). The headers would tell you for
sure.

If the recipient account were inactive or non-existent, you'd get a bounce
from msn.com citing an 'unknown user' error. The line 'Cannot speak with
'smtp-gw-4.msn.com' for 2 hours' indicates that your server is having
trouble connecting to the msn.com server. FWIW, I can connect successfully
to smtp-gw-4.msn.com on port 25 from where I am.
