The restart is so the phone picks up the config (assuming it is subscribed at the time of projection), by restarting it so it grabs the new config file.
That is a default setting, and to change it would require a JIRA issue and agreement with user/developers that this should be "optional". I (for one) do not find it an issue. If the phone is NOT subscribed or does not respond to the restart request in a timely manner, it will show as a failed job in "Job Status".
